Padrón announces 9,000 euros in grants for culture and popular festivities

The Padrón City Council opens the public call for municipal grants to promote cultural activities and popular festivities in 2026, endowed with a credit of 9,000 euros. The decision was adopted by resolution of the mayor, Anxo Rei Arca, on September 8, 2026, and the extract was published in the Official Gazette of the Province of A Coruña number 180, on September 21, 2026, with announcement number 2026/6046 and identification BDNS 929741.

Legal framework and economic endowment

The guidelines are processed under a competitive bidding regime, in accordance with execution base number 43 of the budget in force and articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies. The text of the guidelines was already published in the BOP number 177, on September 16, 2026, with announcement number 2026/5936.

The expenditure will be charged to budget application 334/480.03 of the current general budget and is limited to the existing credit of 9,000.00 euros. Activities carried out between January 1, 2026, and the end of the justification audit procedure are eligible for subsidies. The following are excluded:

• Real investments.
• Ordinary maintenance costs (telephone, water, electricity, gas).
• Alcoholic beverages and tobacco.
• VAT, in any case.
• Municipal taxes or public prices.
• Activities already subject to a collaboration agreement with the City Council or with other municipal contributions.

Recipients and submission of applications

Beneficiaries may be individuals or public or private entities legally constituted and groups of natural persons without legal personality, such as festival committees. It is required to be non-profit, to develop the activity within the municipal term of Padrón, to have no pending justifications for subsidies, and to be registered in the Municipal Registry of Associations (except for groups without legal personality).

Applications shall be submitted electronically via the municipal electronic office, within the Grants procedure, using a standardized form and electronic certificate. The deadline is 15 calendar days from the day following the publication of the extract in the provincial gazette, and the request cannot exceed 80% of the activity’s budget.

Evaluation criteria and commission

Each application can achieve 10 points, distributed by the Evaluation Commission:

• Cultural activities: 3 points for the number of people benefited, 3 for the continuous nature, and 0.20 points for each specific activity, up to a maximum of 4.
• Popular festivities: 3 points for each day of duration of the patron saint festival, up to a maximum of 6, and 0.20 points for each activity, up to a maximum of 4.

The commission is chaired by the mayor or the member of the corporation to whom they delegate, with three members —the delegated councilor for festivities, the municipal social animator, and the municipal cultural animator— and the secretaries Mª José Jamardo Castro and Vanessa Sigüeiro Mata as substitute.

Resolution, deadlines and justification

The commission’s proposal is audited by the Municipal Audit Office and resolved by the Local Government Board, which grants or denies it through an express agreement. The maximum deadline for resolution is October 31, 2026.

Beneficiaries must justify the expenditure electronically via the electronic office, with a non-extendable deadline of November 15, 2026, through a simplified justification account, bank certification, and original invoices. Payment is made once the expenses are justified; if the justified amount is lower than the assigned amount, the contribution is reduced proportionally. Payments are credited by transfer, nominative check, or account deposit, and for expenses up to 150 euros, the recipient’s receipt is sufficient.

The call is compatible with other grants, but the total cannot exceed the cost of the activity, and failure to comply with the conditions or the obligation of justification will lead to revocation and the reimbursement of the amounts. For the neighborhood associations and festival commissions of Padrón, the 15-calendar-day period and the deadline of November 15 mark the calendar to access a line of 9,000 euros that finances the cultural activities and the patron saint festivals of the year.
