Padrón approves new water and sanitation tariffs, an increase of 1.28%

The City Council of Padrón has definitively approved the update of the tax ordinances regulating the fees for water supply and meter maintenance, the supply network, and the wastewater treatment service. The agreement is published in the Official Gazette of the Province of A Coruña in issue number 185, dated September 28, 2026, under announcement number 2026/6178, and is signed by the mayor Anxo Rei Arca on September 22, 2026.

The approved modification is the fourth of the tax ordinances for these services, which were initially approved by the Plenary of the Municipal Corporation in the session of March 31, 2022. According to the announcement, the update was definitively approved as no claims or suggestions were submitted during the public exhibition period of the file, in accordance with article 70.2 of Law 7/1985, of April 2, regulating the bases of the local regime, and article 196.1 of Royal Decree 2568/1986, of November 28.

On September 17, 2026, the concessionaire of the Municipal Water Service presented the new tariff schedule for the year 2027, with tariffs increased by 1.28% compared to those of 2026, resulting from the application of the polynomial formula appearing in the specifications approved at the time. In all modifications, it is established that the annual update coefficients must be applied to the tax quota, maintaining the principle of equivalence.

Water and meter maintenance

For domestic uses, the service maintenance quota is fixed at a minimum of 10 cubic meters per subscriber per month at 0.488850 euros per cubic meter, while the cubic meter exceeding that minimum will cost 0.578143 euros. For industrial and construction uses, the minimum is 0.578143 euros per cubic meter and the excess is 0.642260 euros per cubic meter.

The monthly quota for the verification and maintenance of meters is 0.307 euros per subscriber per month, and for the maintenance of service connections, it is 0.232 euros per subscriber per month. The collection of these tariffs is made jointly with that of the water.

The tariffs for meters without installation, according to the diameter, are as follows:

• 13 millimeters: 86.00 euros per unit
• 15 millimeters: 86.00 euros per unit
• 20 millimeters: 118.43 euros per unit
• 25 millimeters: 192.88 euros per unit
• 30 millimeters: 269.62 euros per unit
• 40 millimeters: 418.08 euros per unit
• 50 millimeters: 913.15 euros per unit
• 65 millimeters: 1,132.05 euros per unit

Sanitation, treatment and supply network

In the ordinance for the wastewater treatment fee, the sanitation quota consists of 20% of the total water billing, taxes included. The treatment quota results from applying a price of 0.191266 euros per cubic meter of water consumption of the property to the taxable base.

According to the ordinance for the storm drain network fee, the quota corresponding to the granting of the license or authorization for the connection is required as a one-time payment and consists of a fixed amount of 36.06 euros. The subsequent provision of the service is determined based on the water consumed, applying a tax rate of 20% on the total water billing, taxes included. In no case may a consumption lower than the minimum billable for the supply be taken, and properties located less than 50 meters from the network must contribute even if they have not completed the connection.

Connections and other services

The rates for supply connections are calculated based on a normal connection with a maximum length of 5 meters and vary according to the diameter and the type of surface restoration:

• ¾ inch: 326.50 euros on soil, 354.47 on asphalt and 427.87 on sidewalk tiles
• 1 inch: 352.63 euros on soil, 380.07 on asphalt and 452.61 on sidewalk tiles
• 1 ¼-1 ½ inches: 419.51 euros on soil, 476.51 on asphalt and 550.87 on sidewalk tiles
• 2 inches: 464.97 euros on soil, 549.07 on asphalt and 622.43 on sidewalk tiles

For sanitation connections, consisting of an outlet manhole, PVC piping with a diameter of 200/5 atm and connection to the existing collector for an average length of 3 meters, the rates are 365.42 euros per unit on soil, 406.87 euros on asphalt and 466.32 euros on the sidewalk.

Among the remaining prices are the 184.05 euro penalty for connections made without municipal authorization, the 46.36 euro deposit when requesting the service, 4.97 euros per unit for the collection management of delinquent subscribers and 23.56 euros per unit for the unsealing of meters, for the connection to the network of meters installed by personnel external to the service and for the verification of the meter at the request of the subscriber.

Entry into force and appeal

The full text of the update is published as an annex to the announcement and will not enter into force until the period referred to in article 70.2 of Law 7/1985 has elapsed. Against the agreement, which ends the administrative route, a contentious-administrative appeal may be filed within two months from the day of publication of the announcement before the High Court of Justice of Galicia, without prejudice to any other that may be deemed appropriate.

The update directly affects the bills of all residents of the municipality, since the three fees —water, storm drain and purification— are collected together and the increase of 1.28% is transferred to the overall billing. The new schedule of rates will be the one applied during 2027, once the legal period for entry into force has expired.
