Padrón opens call for grants for culture and festivities

The Padrón City Council has recently approved the bases for the public call for municipal grants to public or private entities to promote an activity or municipal interest in the cultural field and popular festivities corresponding to the year 2026. The decision was adopted by Resolution of the Mayor on September 8, 2026, and published in the Official Gazette of the Province of A Coruña (number 177, of September 16, 2026), under announcement 2026/5936.

The call will be processed under a competitive bidding regime, in accordance with execution base no. 43 of the current budget, and will be governed by the principles of publicity, transparency, objectivity, equality, and non-discrimination. The expenditure will be charged to budget application 334/480.03, with a credit limited to 9,000.00 euros.

Object and eligible activities

The grants are aimed at financing two lines of action:

• Promotion of cultural activities: celebrations, tributes, exhibitions, publications, contests, competitions, showcases, excursions, musical events, meetings, conferences, studies and, in general, any action for the conservation, promotion, and dissemination of cultural values.
• Promotion of popular festivities: festive activities of a traditional and cultural nature carried out by citizen entities, with access to the general public without payment of an entrance fee.

Activities carried out between January 1, 2026, and the end of the justification audit procedure will be eligible for subsidies. Real investments, ordinary maintenance costs, alcoholic beverages, tobacco, and VAT, as well as activities already subject to an agreement or those receiving another municipal contribution, are excluded.

Beneficiaries and application

Persons or legally constituted public or private entities, as well as groups of natural persons without legal personality (such as festival committees), may apply for the grants, provided they are non-profit, carry out their activity within the municipal term of Padrón, and have no previous grant pending justification.

Applications shall be submitted electronically through the council’s electronic office, within a period of 15 calendar days counting from the day following the publication of the extract of the call in the BOP. The application may not exceed 80% of the planned or actual expenditure budget and must be accompanied by the detailed program of the activity and the itemized budget.

Evaluation and granting

The Evaluation Commission will award up to 10 points per application in each category:

• Cultural: up to 3 points for the number of people benefited, up to 3 for the continuous nature of the activities, and up to 4 (0.20 for each) for the number of specific activities.
• Popular festivities: up to 6 points (3 for each day of duration of the patron saint festival) and up to 4 (0.20 for each) for the number of activities.

The commission is chaired by the Mayor and includes the Councilwoman delegated for festivities, the Municipal Social Animator, and the Municipal Cultural Animator, with Mª José Jamardo Castro as secretary and Vanessa Sigüeiro Mata as substitute. After the audit by the Municipal Intervention, the proposal will be submitted to the Local Government Board, which will resolve by the deadline of October 31, 2026. The justification of expenses must be presented, without extension, by November 15, 2026.

Relevance for the municipality

The call represents a direct opportunity for associations, collectives, and festival commissions of Padrón, which will be able to finance their cultural and festive activities with municipal support. The electronic processing and publication in the National Grants Database guarantee transparency and equal opportunities among all applicants in the municipality.
