Paderne submits ordinance on timber from logging to public consultation
Por FactBox Admin

The Paderne City Council has initially approved the municipal Ordinance regulating the cutting, storage, loading, and transport of timber from felling, a regulation that is now open for public consultation. The agreement was adopted by the Municipal Plenary in an extraordinary session on August 5, 2026, and is announced in the Official Gazette of the Province of A Coruña number 186, dated September 29, 2026, under announcement number 2026/6197. Interested parties have thirty business days to examine the file and submit any claims or suggestions they deem appropriate.
The procedure and its legal framework
The publication of the announcement responds to Article 49 of Law 7/1985, of April 2, regulating the bases of the local regime, which requires that the approval files for local ordinances and regulations be submitted for public information and hearing of interested parties. The established period is thirty (30) business days, counted from the day following the publication of the announcement in the provincial gazette.
Once this period has elapsed without claims or suggestions, the initial approval agreement will be understood as automatically elevated to definitive, without the need for a new plenary agreement, in accordance with the same Article 49 of Law 7/1985, of April 2. This means that the regulation could be definitively approved without returning to the Plenary if no allegations are presented.
Where to consult and how to appeal
The file and the text of the Ordinance can be consulted through three channels:
- The municipal offices of the Paderne City Council, during public office hours.
- The municipal notice board.
- The electronic office of the Paderne City Council (https://sede.concellodepaderne.es/).
Claims and suggestions may be submitted through several means:
- At the General Registry of the Paderne City Council.
- Through the municipal electronic office.
- By any of the means provided for in Article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.
What the ordinance regulates
The regulation covers four operations linked to felling timber: cutting, storage, loading, and transport. The announcement published in the gazette does not reproduce the articulated text of the ordinance, therefore the specific content of the obligations —authorizations, circulation conditions, or documentation requirements— can only be known by consulting the file in the municipal offices or the electronic office.
The announcement was signed in Paderne on September 23, 2026, by the mayor-president, Sergio Platas Casal.
Relevance for the sector and the neighborhood
The future ordinance has a strictly municipal scope and directly affects a relevant economic activity in the rural area: the cutting and movement of wood within the municipal district of Paderne. The regulation of loading and transport responds to a common concern in municipalities with forestry truck traffic, while the provisions regarding storage impact land use and public roads.
For the forestry sector, plot owners, and exploitation companies, the open period is the only opportunity to introduce changes to the text before its final approval. For the residents, the regulation may translate into new requirements or limitations on logging operations and the transit of wood through the municipality’s roads and paths.
