Pablo Isusi, head of the Bilbao Quality of Life sub-directorate

Bilbao City Council has permanently awarded the position of sub-directorate of quality of life and sustainability (1656.B0) to Pablo Isusi Aburto, through free selection. The decision was made by the delegated councilor for Culture and Governance via a resolution dated August 12, 2026, and was published in issue number 159 of the Boletín Oficial de Bizkaia (BOB) on August 21, 2026.

The position is attached to the Dirección de Servicios department, has a destination supplement of level 29, and requires a mandatory language profile 3, special and exclusive dedication, availability, and level 2 overtime (between 108 and 156 hours per year). The award is effective as of August 12, and the selected individual will be removed from their previous position one day prior to the effective date of the resolution.

Procedure and Call

The call was approved by the resolution of the delegated councilor for Culture and Governance on April 22, 2026, using a free selection system. The bases of the call were published in the BOB journal on May 6, 2026, and the announcement in the BOPV (Official Gazette of the Basque Country) on May 19.

The procedure was carried out according to those bases, and taking into account the proposal of the Órgano Técnico de Provisión after evaluating the candidates’ CVs and reports, Pablo Isusi Aburto is the most suitable person to fill the position, as he meets all the required conditions.

Selected Candidate and Requirements

To fill the position, it is required to be a career official of the A-1 group of the Bilbao City Council, as well as an official of the State Administration, autonomous communities, or local administrations, with a degree in Engineering.

Regulatory Framework

The resolution is issued under several regulations: R.D. The duties of the sub-directorate are specified in the current manual of functions, and the awardee will receive the remuneration established for the position.

The resolution was signed in Bilbao on August 13, 2026, by the Director of Human Resources Organization and Management. This appointment ensures the continuity of the management of the quality of life and sustainability area of the Bilbao City Council with a technical career official profile, and marks the end of the process to fill a strategic position within the municipal structure.
