Paüls puts out to tender the concession of the Alberg dels Ports.

The Paüls City Council has opened the tender for the concession of the public domain of the Alberg dels Ports, with an estimated contract value of €30,000, through a notice published in the Official Gazette of the Province of Tarragona on 12 August 2026. The municipal Plenary, at its session of 30 July, approved the file, the specifications governing it, and the start of the award procedure. Bids may be submitted until 9 September 2026, under the official reference CVE 2026-07570.

The call for tenders, signed by the mayor of Paüls, Enric Adell Moragrega, is processed under file number 4310210007-2026-0000174 through the Secretariat of the corporation. The contracting is carried out under ordinary processing and an open procedure, in accordance with the Administrative Clauses Particular Specification and the technical prescriptions specification approved by the Plenary.

An opportunity for Terra Alta

The Alberg dels Ports is a municipal facility in Paüls, a town in the region of Terra Alta, located in the natural environment of the Ports de Tortosa-Beseit, which the new concessionaire may operate as an accommodation and tourism promotion service. Through the transfer of use of the public domain, the City Council aims to ensure the continuity and reactivation of a key infrastructure for nature tourism and for the local economy of the region.

Economic conditions of the concession

The contract is based on economic conditions designed to facilitate the entry of operators, with an initial monthly fee that bidders may improve upwards in their proposals:

• Tender amount: €250.
• Estimated contract value: €30,000.
• Initial fee: €250 per month, subject to improvement in bids.
• Final guarantee: €2,850.

Deadlines and submission of bids

The deadline for submitting proposals ends on 9 September 2026. Bids must be submitted to the City Council’s Entry Register; if sent by post, this must be previously communicated to the email address aj.pauls@pauls.cat. Documentation and additional information can be obtained by telephone at 977 492 283, on the electronic notice board of the e-office, and in the contracting profile of the City Council on the public procurement platform.

Who may apply for the concession

The concession may be entered into by natural or legal persons, Spanish or foreign, who meet the following requirements, which must be met at the time the bid submission deadline ends:

• Have legal personality and full capacity to act.
• Not be subject to any of the prohibitions on contracting set out in Article 71 of the LCSP.
• In the case of legal persons, have the business or professional capacity required to provide the activity.

The tender for the Alberg dels Ports comes at a time when Terra Alta seeks to consolidate itself as a destination for rural and nature tourism. The award of the concession, planned through an open procedure, opens the door to tourism operators from the area and beyond to reactivate a strategic facility and generate economic activity and employment in the municipality of Paüls and the whole region.
