Oviedo allocates 800,000 euros to hire unemployed people for social projects

The Oviedo City Council has approved a call for grants endowed with 800,000 euros for non-profit entities to hire unemployed persons from the municipality for social projects. The decision was adopted by the Local Government Board in its agreement of August 25, 2026, the extract of which is published in the Official Gazette of the Principality of Asturias (BOPA) number 170, dated September 2, 2026, with reference 2026-07227.

The objective is to promote the acquisition of professional practice and improve the employability of unemployed people in Oviedo, facilitating their labor insertion through hiring by associations, foundations, and federations of associations. The call extends to the 2026 and 2027 fiscal years and is identified in the National Grants Database (BDNS) with number 926469.

Two lines of aid

The call is structured into two lines of action with different maximum amounts per project:

  • Line 1 (Large projects): allocation of 250,000 euros, with a maximum of 125,000 euros per project.
  • Line 2: allocation of 550,000 euros, with a maximum of 36,000 euros per project.

By annual installments, the budget is divided into 393,000 euros for 2026 and 407,000 euros for 2027, charged to item 910 2314 48999 of the municipal budget. If there is a remainder in one line, the surplus may be applied to the other, with priority given to Line 1. Additionally, the amount may be increased by a maximum additional 25,000 euros per year in accordance with article 58.2 of Royal Decree 887/2006, of July 21.

Beneficiaries and amount per contract

Non-profit entities that meet the requirements of article 13 of the General Grants Law 38/2003, of November 17, as well as those established in article 7 of the call itself, may apply for the aid. The regulatory bases are contained in the annex to the General Grants Ordinance of the Oviedo City Council, the last modification of which was published in the BOPA on June 4, 2024.

The maximum grant per contract is set as the remuneration from the salary tables of the III State Collective Agreement for Social Action and Intervention 2026-2029, published in the BOE number 52, of February 27, 2026, corresponding to the full-time monthly salary including extra payments, plus Social Security costs and the end-of-contract settlement.

Deadline and form of payment

Interested entities will have 15 business days to submit their applications, counting from the day following the publication of the extract in the BOPA. The individualized amount of each grant will be determined according to the score achieved, starting with the highest-scoring entities until the budget credit is exhausted.

Due to the multi-year nature of the grants, partial payments will be made for each annual installment without the requirement of a guarantee. In the first financial year, payment will be made once the final resolution is approved, while in subsequent years, it will be made upon justification of the use of funds from the previous year. The document is signed by the Delegated Councilor for Social Policies of the Oviedo City Council.

This call for applications represents a significant boost for local employment by channeling public resources toward the third sector to provide job opportunities for unemployed people in Oviedo through social projects. For non-profit entities, it represents an opportunity to finance hiring and expand their activities, while for the municipality’s unemployed, it opens a path to acquire professional experience and improve their chances of integration into the labor market.
