Oviedo convoca dos plazas de arquitecto con veinte días de plazo

The Oviedo City Council has approved the call and the specific rules for the provision of two Architect positions belonging to the public employment offers of 2024 and 2026. The edict is published in the Official Gazette of the Principality of Asturias (BOPA) no. 196, dated October 9, 2026, within section IV, Local Administration, with the official reference Code 2026-08000. The rules were approved by Mayoral Resolution 2026/15809, dated September 24, 2026, and the deadline for submitting applications will be 20 calendar days starting from the business day following the date on which the announcement of the call appears published in the BOE.

The procedure is governed by these specific rules and, for matters not expressly provided for therein, by the General Rules for the selection of personnel for the purpose of free provision of positions of the Public Employment Offer of the Oviedo City Council, approved by agreement of the Governing Board on January 19, 2018 (BOPA no. 39, of 02/16/2018) and modified by agreement of the Governing Board on June 15, 2018 (BOPA no. 177, of 07/31/2018). The call is resolved under the open access turn and through an open competitive examination.

Characteristics of the positions and requirements

The two called positions are categorized in Group A, Subgroup A1, within the Special Administration Scale, Technical Subscale, Higher Technical Class, with the designation of Architect. The main requirements and conditions are as follows:

  • Number of positions: 2.
  • Required qualification: Architect or Degree in Fundamentals of Architecture plus a University Master’s in Architecture.
  • Selection system: open competitive examination.
  • Additional requirement: Type B driver’s license.
  • Participation fees: 28.88 euros, to be deposited into the Unicaja Banco account with IBAN ES30 2103 7395 0400 3004 6680, with the exemptions provided for in the general rules.

Three mandatory and eliminatory exercises

The selection process will consist of three exercises, all of which are mandatory and eliminatory, which will be read in a public session without the possibility of altering, adding, or modifying their content. Each exercise will be scored from 0 to 10 points, with a maximum of two decimals, and it will be necessary to obtain at least 5 points to pass.

  • First exercise (theoretical-practical): resolution of one or several problems determined by the Tribunal immediately before the test, with a maximum time that shall not exceed 4 hours. Candidates may use drawing materials, a non-programmable calculator, and published official texts.
  • Second exercise (theoretical): written development, in a maximum of three hours, of four topics out of the five randomly drawn by the Tribunal from the annexed program. It will be necessary to obtain at least 3 points out of 10 in each developed topic, and the final grade will be the average of the four.
  • Third exercise (practical): written preparation, in a maximum of 3 hours, of a report on the compliance with current legislation and municipal plans and ordinances of an application for a building and/or activity license.

Program and application deadline

The annexed syllabus is structured into a Block A of general part (topics 1 to 19) and a Block B of specific part, divided into five sections: B1 Urban Planning (topics 20 to 43), B2 Specific urban planning regulations (topics 44 to 49), B3 Contracting and construction (topics 50 to 66), B4 Historical topics (topics 67 to 73), and B5 General regulations (topics 74 to 90). In the event that any topic is affected by a legislative modification, extension, or repeal during the process, the legislation in force at the time of the tests will be required.

The edict further reminds that, if the appointed candidates are granted voluntary leave for the provision of services in the public sector at the time of taking office, or within one year thereafter by obtaining another position, the following candidates will be called for their appointment as career civil servants. The document appears signed in Oviedo on September 28, 2026, by the Councilor for Internal Government.

The call reinforces the commitment of the Oviedo City Council to provide senior technical personnel for its urban planning and licensing areas, a field with a significant workload in the processing of building and activity licenses. For interested architecture professionals, the deadline is limited and begins only when the announcement is published in the BOE, so it is advisable to prepare the documentation in advance.
