Oviedo opens the parking lot under the Plaza de la Escandalera for allegations

The Oviedo City Council has opened the public information process for the feasibility study of the public works concession to construct and operate a new parking garage under the Plaza de la Escandalera. The agreement was adopted by the Local Government Board in an ordinary session on September 17, 2026, and is formalized via an edict published in the Official Gazette of the Principality of Asturias (BOPA) no. 191, dated October 2, 2026, with the official reference 2026-07815.

The object of the concession

The presented feasibility study covers the complete project cycle: the drafting of the execution project, the carrying out of the construction works, the urbanization of the surroundings, and the subsequent operation of the parking garage. The document was submitted on November 27, 2025, and the administrative file is identified by number 1100-0100-240014.

The initiative is being processed as a public works concession, a formula that allows the City Council to award a private operator the financing, execution, and operation of a municipally-owned infrastructure. The chosen location, under the Plaza de la Escandalera, places the action in the heart of Oviedo’s urban center, an area of high traffic and parking pressure.

One month of public exhibition

The agreement of the Local Government Board subjects the study to public information for a period of one month, counted from the publication of the corresponding announcements. During this period, any interested person or entity may consult the file and submit any allegations they deem appropriate.

The dissemination of the process will be carried out through several official channels:

• The BOPA.
• One of the highest circulation newspapers in the province.
• The municipal edicts board.
• The BIM (Municipal Information Bulletin).
• The municipal website.

Where to consult the file

During the public information period, the file will be published on the municipal website and may be consulted in person at the offices of Environment and Urban Planning, located at calle del Peso, no. 2, 5th floor.

The edict was signed in Oviedo on September 18, 2026, by the Councilor for Government of Planning and Urban Management, Environment, Infrastructure, and Strategic Projects, acting by delegation of Resolution 2023/9521.

The parking lot beneath the Plaza de la Escandalera is one of the strategic actions planned for the center of Oviedo, meaning the process now open is the first formal occasion for residents, merchants, and urban planning groups to establish their position on the concession model, the number of spaces, and the impact of the works on one of the city’s busiest squares. The one-month deadline makes this period the decisive window to submit allegations before the City Council rules on the viability of the project.
