Outeiro de Rei requires cleaning of four plots within fifteen days.

The City Council of Outeiro de Rei notifies the requirement for cleaning and cutting of vegetation on four plots in the municipality, pursuant to article 22.2 of Law 3/2007, of April 9, on prevention and defense against forest fires. The notice is published in the Official Bulletin of the Province of Lugo number 184, of August 13, 2026, with reference R. 2176, and gives the affected owners a period of 15 calendar days to comply with the obligations for biomass management and, where applicable, the removal of non-permitted tree species.

The action comes after the individual notification provided for in article 22.2 of Law 3/2007 proved unsuccessful for reasons not attributable to the administration. Therefore, the city council resorts to notification by edicts, in accordance with article 44 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, to give publicity to the act. The requirement was signed on August 6, 2026 by the mayor, José Pardo Lombao, and is included within the announcements block of the town councils of the provincial bulletin.

The four required plots

The notice identifies four plots with the case file number and the corresponding cadastral reference. In two cases the owner is identified and in the other two is listed as unknown:

• Heirs of Julio Rodríguez Marzán, file 658/2026, polygon 67, parcel 11.
• José María Rozas Carballido, file 308/2024, polygon 102, parcel 194.
• Unknown owner, file 892/2026, polygon 64, parcel 10074.
• Unknown owner, file 1029/2025, polygon 97, parcel 351.

Deadline to comply and consult the file

Interested parties have 15 calendar days, counted from the day following the publication of the notice in the Official State Gazette, to comply with the obligations for biomass management and, where applicable, the removal of non-permitted tree species. Within the same period, they may go to the municipal offices of the City Council of Outeiro de Rei, from 9:00 a.m. to 3:00 p.m., to learn the full content of the act being notified to them. Likewise, they have fifteen days from said publication to submit the allegations they deem appropriate.

What happens if it is not complied with

Once the specified period has elapsed without compliance being demonstrated, the administrative proceedings will continue, in accordance with article 22.4 of Law 3/2007, of April 9. The notification is published “without prejudice” to the rights of the interested parties, who may allege before the municipal administration everything they deem appropriate during the authorized period.

The requirement is framed within the wildfire prevention campaign in the middle of summer, when the risk is highest and Galician regulations require owners to keep plots and protection strips around inhabited areas clean. Owners who do not act within the deadline risk the town council continuing the actions to ensure the safety of the properties and the urbanized areas of the municipality of Terra Chá, in a notice that affects both individuals and properties with no known owner.
