The Ourense City Council has declared the budget modification 3P/2026, amounting to 4,272,728.68 euros, as final, after no claims were submitted during the public exhibition period. The agreement, initially adopted by the Plenary in an extraordinary session on October 2, 2026, was published in the Official Gazette of the Province of Ourense on November 2, 2026, in section IV. Local Entities, with an edict signed by the mayor, Gonzalo Pérez Jácome, under reference R. 2.611. The modification is effective from the day following the publication of the edict.
The file, processed by the Department of Economy and Finance through the Economic and Budgetary Management service, utilized the figure of credit supplements. The public exhibition announcement was published in the BOP on October 6, 2026 and, as the deadline passed without allegations, the agreement was elevated to final in accordance with article 177.2, in relation to articles 169.1 and 169.3 of Royal Legislative Decree 2/2004, of March 5, and article 38.2, in relation to 20.1 of Royal Decree 500/1990, of April 20.
Changes in the expenditure status
The increased allocations are concentrated in two chapters of the 2026 expenditure budget:

- Chapter 3, financial expenses: 498,154.49 euros, which increase to 632,647.16 euros, with an increase of 134,492.67 euros.
- Total expenditure: from 207,823,195.60 euros to 212,095,924.28 euros.
The remaining chapters remain unchanged, including the 39,886,572.84 euros for personnel expenses, 64,646,240.05 euros for real investments, 8,479,422.78 euros for current transfers, and 189,529.19 euros for the contingency fund.
Financing through financial assets
In the revenue status, the operation covers the 4,272,728.68 euros through chapter 8, financial assets, which increases from 64,661,809.73 to 68,934,538.41 euros. The remaining revenue chapters remain intact:
- Direct taxes: 43,811,356.13 euros.
- Indirect taxes: 4,317,344.75 euros.

- Current transfers: 49,193,742.43 euros.
- Patrimonial income: 1,334,648.66 euros.
- Capital transfers: 12,078,615.62 euros.
Total revenue increases from 208,783,609.28 to 213,056,337.96 euros, while financial liabilities remain at 0.00 euros. The published document thus includes its summary by chapters, with no modifications outside the two expenditure chapters and chapter 8 of revenue.
Transparency, electronic office and appeal
The announcement entails two immediate administrative effects. On one hand, in accordance with Article 8 of Law 19/2013, on transparency, access to public information and good governance, in relation to point 5.4 of the same regulation, the modification will be published on the City Council’s electronic headquarters. On the other, the plenary agreement of October 2, 2026 exhausts the administrative route, therefore the following may be filed against it:
- Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia.
- A deadline of two months counted from the day following the publication of the edict, pursuant to articles 10.1 b) and 46 of Law 29/1998.
- Without prejudice to any other appeal that the interested party considers appropriate.
Impact for taxpayers and contractors
The modification primarily increases current expenditure on goods and services, the chapter that supports supply, maintenance, and external service contracts of the City Council, in addition to covering financial costs. The total increase of 4,272,728.68 euros raises the consolidated budget for the 2026 financial year above 213 million euros in revenue, with a difference of slightly more than 960,000 euros compared to the total expenditure allocated in the same summary. For citizens and companies working with the Ourense City Council, the publication marks the starting point for the execution of the new allocations, as the modification takes effect from the day following its appearance in the provincial bulletin.
