Ourense eleva a definitivo unha modificación orzamentaria de 11,4 millóns

The Plenary of the Ourense City Council has made the budget modification file 2P/2026 definitive, for a total amount of 11,463,275.31 euros, after the public exhibition period ended without any claims. The agreement was adopted in the extraordinary session of October 1, 2026, and is now published in the Official Gazette of the Province of Ourense of October 30, 2026, in section IV for local entities, signed by Mayor Gonzalo Pérez Jácome. The modification is effective from the day following its publication.

The file, processed under number 2026038980 by the Economic and Budgetary Management area, is the second of the fiscal year and utilizes the figures of credit supplements and extraordinary credit. The initial approval was announced in the provincial gazette itself (registry R. 2,354) with a period of fifteen business days for allegations; as none were presented, the agreement was made definitive in application of article 177.2, in relation to articles 169.1 and 169.3 of Royal Legislative Decree 2/2004, of March 5, and article 38.2 in relation to 20.1 of Royal Decree 500/90, of April 20.

7.9 million for current operations

The bulk of the modification, a total of 7,901,811.27 euros, is allocated to current expenditure. By chapters, the published distribution is as follows:

  • Current expenditure on goods and services (chapter 2): 7,886,666.27 euros, which increases the chapter from 83,427,010.60 to 91,313,676.87 euros.
  • Personnel expenses (chapter 1): 15,145.00 euros, up to a total of 39,886,572.84 euros.
  • Real investments (chapter 6): 3,561,464.04 euros, which places the chapter at 64,646,240.05 euros.

The operation does not alter the chapters for financial expenses, current transfers, contingency funds, capital transfers, nor financial assets and liabilities of the expenditure statement.

Financing charged to chapter 8

The file is financed entirely through an increase of 11,463,275.31 euros in chapter 8 of the income statement, that of financial assets, which increases from 53,198,534.42 to 64,661,809.73 euros. The remaining income chapters remain unchanged.

With this change, the income budget for the 2026 fiscal year increases from 197,320,333.97 to 208,783,609.28 euros, while the expenditure budget rises from 196,359,920.29 to 207,823,195.60 euros, according to the summary by chapters accompanying the edict. The full publication of the modification will be carried out on the municipal electronic headquarters, in accordance with article 8 of Law 19/2013, on transparency, access to public information, and good governance.

Two months to appeal before the TSXG

The plenary agreement exhausts the administrative route, whereby a contentious-administrative appeal may be filed against it before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months starting from the day following its publication in the bulletin, according to articles 10.1 b) and 46 of Law 29/1998. This is without prejudice to any other appeal that the interested party deems appropriate.

The relevance of the measure is twofold for the residents: on one hand, the Corporation is bound by the new expenditure figure for services, personnel, and investment until the close of the fiscal year, without the need for new votes; on the other, the challenge period has already been running since October 31, 2026, meaning that any person or entity with standing who wishes to dispute the distribution of the 11.46 million must formalize the appeal before the contentious-administrative justice system before the end of December.
