Ourense amplía créditos por 4,27 millóns e abre 15 días de reclamacións

The Ourense City Council is submitting for public information a budgetary modification of 4,272,728.68 euros through the mechanism of credit supplements. The Plenary of the Corporation, in the ordinary session of October 2, 2026, initially approved file 3P/2026, processed under file number 2026044805. The announcement is published in section IV, Local Entities, of the Official Gazette of the Province of Ourense on October 6, 2026, with reference R. 2.360, and opens a period of 15 business days for the submission of claims.

The public exhibition is carried out in accordance with the provisions of articles 177.1 and 177.2 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, in accordance with articles 20.1 and 38.2 of Royal Decree 500/90, of April 20. This is the ordinary procedure for introducing modifications to the budget in force once it has already been approved, and it requires the opening of a hearing process prior to final approval.

The file is signed by the mayor, Gonzalo Pérez Jácome, and the document appears digitally signed in the margin of the official publication.

A credit supplement of 4.27 million

The operation is structured as a credit supplement, the modality that allows for the provision of funds to budgetary allocations that prove insufficient to meet obligations already committed or foreseen. The total amount of file 3P/2026 amounts to 4,272,728.68 euros, according to the plenary agreement now submitted for public exhibition.

The announcement does not detail in the publication the specific items being increased nor the origin of the resources financing the supplement; that information is part of the complete file, which is made available to interested parties.

Fifteen business days to appeal

The period for claims is 15 business days and is counted from the day following the date of insertion of the announcement in the Official Gazette of the Province of Ourense. During this period, any interested person may examine the file and formulate the allegations they deem appropriate.

The documentation can be consulted through two channels:

  • In digital format, at the electronic address enabled by the Ourense City Council for economic and budgetary information.
  • In paper format, at the Economic and Budgetary Management department of the council itself.

If no claim is presented within the indicated period, the file will be considered definitively approved by virtue of article 177.2 in relation to article 169.1 of Royal Legislative Decree 2/2004, of March 5, and article 38.2 in relation to 20.1 of Royal Decree 500/90, of April 20. That is, the lack of allegations is equivalent to final approval without the need for a new express agreement from the plenary.

Other budgetary adjustments in the same gazette

The publication by the Ourense City Council coincides on the same day with the public exhibition of other credit operations from local entities in the province, all of which were agreed upon in plenary sessions on October 2, 2026:

  • Verea City Council: credit transfer 21/2026 between expenditure applications of different areas that do not affect the reduction or increase of personnel credits, signed by Mayor José Antonio Pérez Valado.
  • Verea City Council: extraordinary credit 22/2026, available for consultation at the Municipal Secretariat.
  • Cortegada City Council: credit supplement 2/2026, financed by the Treasury’s liquid surplus for expenditures with affected financing.

In all three cases, the procedure is the same: fifteen days of public information and automatic final approval if there are no claims.

Relevance

The modification affects 4.27 million euros of municipal public money and, therefore, the capacity of the Ourense City Council to execute expenditures already planned in the current budget. The period of 15 business days is the only formal window for residents, entities, and other interested parties to examine the accounts and present objections before the agreement is closed; once this period has passed without claims, the modification will be final and will not admit further objections through ordinary administrative channels.
