Ourense abre 30 días de alegacións á ordenanza da piscina das Burgas

The Ourense City Council has given initial green light to the municipal ordinance regulating the service and public prices of the Burgas thermal pool. The agreement was adopted by the Plenary on October 19, 2026, and is published this Thursday in the Official Gazette of the Province of Ourense (reference 353013), opening a period of thirty business days to submit claims or suggestions. The file is processed under number 2025054748.

The announcement, issued by the General Services area and electronically signed by Mayor Gonzalo Pérez Jácome with registration R. 2.540, appears in section IV, Local Entities, of the provincial gazette. The projected regulation has two declared objectives in its own title: the regulation of the service provided by the municipally-owned thermal facility and the fixing of the public prices to be paid by users. The articulated text and the list of tariffs are not reproduced in the announcement, which is limited to opening the public exhibition process.

The processing is based on Article 49 of Law 7/1985, of April 2, regulating the bases of the local regime, which requires that agreements for the initial approval of local ordinances and regulations be submitted for public information and hearing of interested parties. The essential data of the procedure are as follows:

  • Approving body: Plenary of the Ourense City Council.
  • Date of agreement: October 19, 2026.
  • File: 2025054748.
  • Publication: Official Gazette of the Province of Ourense, October 22, 2026, section IV.
  • Period for allegations: thirty business days.

Thirty business days to allege

The public information period is thirty business days and begins to count the day following the publication of the announcement in the Official Gazette of the Province. During this period, claims or suggestions against the initially approved text may be submitted.

The call will be disseminated through two channels: the notice board of the electronic headquarters of the Ourense City Council and the provincial gazette itself. The process expressly includes the hearing of interested parties, as stated in the announcement signed by the mayor.

Consultation of the file and submission of documents

The complete file will be available to interested parties during the allegation period at the following points:

  • General Coordination of Municipal Administration of the Ourense City Council, at the City Hall, first floor.
  • Contact telephone: 988 38 81 00.
  • Electronic headquarters notice board: https://sede.ourense.gob.es/

Claims and suggestions must be submitted within the indicated period; those arriving outside this period will not be taken into account in the resolution of the procedure.

Final approval and entry into force

Claims and suggestions submitted within the deadline must be expressly resolved by the Plenary through the agreement for the final approval of the ordinance.

If no claim or suggestion is submitted, the initial approval agreement will be considered definitively adopted. In this case, the full text of the ordinance will be published in the Official Gazette of the Province for it to enter into force.

The ordinance directly affects those who use the Burgas thermal pool and defines the management framework for a central thermal resource in the city. Users, neighborhood groups, and interested entities now have the only formal opportunity to influence the text before it is finalized, as the full publication will only occur after final approval.
