Ossó de Sió submits the expansion of a bovine macro-farm to public consultation

The City Council of Ossó de Sió has admitted for processing the application for an environmental license submitted by JM PIJUAN SLU for the substantial modification of its bovine farm and the construction of a slurry lagoon at Polygon 501, Plot 114, within the municipal district. The file, the technical project, and the Environmental Impact Study (EIS) are subject to public consultation for thirty business days. The notice is published in the Official Gazette of the Province of Lleida (BOP) no. 178, dated September 17, 2026, with the official reference BOP-2026_0_178_7686 (notice no. 7686, p. 1-1).

The process is handled as an Environmental License File (Annex II) and is based on articles 50.1 and 41 of Law 20/2009, of December 4, on the prevention and environmental control of activities. The procedure is not limited to the municipal scope: it also includes the processing of the Environmental Impact Statement (EIS), the competence for which lies with the environmental committee of the Generalitat de Catalunya. The affected activity is a livestock farm identified with the code 5090CR.

A substantial modification project

The admitted application corresponds to a substantial modification of the existing livestock activity, which according to the notice consists of the expansion of the bovine farm and the construction of a slurry lagoon. The documentation submitted for public exhibition comprises three elements:

• The administrative file for the environmental license.
• The technical project for the modification.
• The Environmental Impact Study (EIS).

The activity is located at Polygon 501, Plot 114, in the municipal district of Ossó de Sió, in the region of La Segarra.

Public consultation and allegations

The period of thirty (30) business days will begin to count the day after the last publication of the notice, whether in the BOP or on the City Council’s notice board. During this period, the documentation will be available to the public for consultation:

• At the municipal offices of the Ossó de Sió City Council.
• At the council’s electronic headquarters.

Any natural or legal person may examine the documentation and present any allegations or observations they deem appropriate within this period.

The notice is issued by the Ossó de Sió City Council, located at Plaça Major, s/n, 25318. The document appears electronically signed by the mayor, Antoni Gilabert Plens, with a signature date of August 20, 2026, and is published in the BOP on September 17, 2026.

The decision regarding the expansion of a bovine farm and the construction of a slurry lagoon directly affects the residents of Ossó de Sió and the livestock sector of the area as a whole, for whom this process is the only formal window to present allegations before the environmental license and the corresponding Environmental Impact Statement are resolved.
