Osona subsidizes morning childcare in small-town schools

The Osona Social Services Consortium has opened the 2026 public call for grants intended for the provision of early morning childcare services in nurseries and early childhood and primary education centers in the municipalities of the Osona region, except for Vic and Manlleu. The call is processed through resolution 2026-397, dated September 2, 2026, and its summary is published in the Official Gazette of the Province of Barcelona on September 7, 2026.

The announcement, registered in the National Grants Database under code BDNS 927642, sets a global amount of 52,000.00 euros for this line of aid. The deadline for submitting applications ends on October 5, 2026.

Purpose and beneficiaries

The purpose of the guidelines is to regulate and establish the criteria, as well as the procedure for application, processing, granting, and payment of the grants, both to consolidate and to implement new early morning leisure childcare. Early morning childcare hour is understood as the service provided, at minimum, one hour before the start of the school schedule within the educational calendar.

Public centers located in Osona municipalities with fewer than 20,000 inhabitants can be beneficiaries, and the following may apply for the aid:

• Parent-Teacher Associations (AFA) of the educational centers.
• City councils.
• Supramunicipal entities.

A maximum of one grant will be awarded per educational center. In the event of receiving two or more applications for the same center, those from the municipal or supramunicipal administration will be prioritized.

Service provision conditions

The service must meet a series of requirements to be eligible for the grant:

• The space must be provided by the school center.
• It must be offered during all school days and start, at minimum, one hour before the start of classes.
• Civil liability insurance must be held.
• The current Collective Labor Agreement for the educational and sociocultural leisure sector of Catalonia applies.
• They cannot be services of a formal educational nature, but rather leisure activities.
• Staff must hold qualifications such as Higher Technician in Early Childhood Education, Monitor of Early Childhood and Youth Education Leisure Activities, or Early Childhood Education Assistant, among others.
• Access must be open to all children at the center, and the spaces must comply with accessibility and safety measures.

Children are prioritized based on income per member of the household unit (from lowest to highest income) and, secondly, considering situations of social vulnerability or specific groups, such as single-parent families, disability, gender-based violence, or risk of exclusion.

Processing and justification

Applications must be submitted digitally through the Consortium’s website, and the application form including the estimated cost of the service and a responsible declaration regarding the fulfillment of the requirements must be provided. The supporting documentation for the provision of the service must be submitted to the Consortium’s general registry, including invoices, payment receipts, staff qualifications, and the activity report, among others.

The regulatory bases were published in the Official Gazette of the Province of Barcelona on March 31, 2026, and in the Official Gazette of the Province of Girona number 60 on March 27, 2026. The resolution is signed by the president of the Consortium, Victòria Terricabras Tarin.

The call, framed within the Co-responsible Plan, aims to guarantee work-life balance for families in the small municipalities of Osona, which often lack early morning childcare services. With a budget of 52,000 euros and a deadline ending on October 5, city councils, AFAs (Parents’ Associations), and supra-municipal entities have the opportunity to consolidate or create this essential service for the daily life of many households.
