Osakidetza has opened the call for the medical-surgical deputy director at Bilbao-Basurto

The Integrated Health Organization (OSI) Bilbao-Basurto of Osakidetza-Basque Health Service has launched a public call, via free appointment, to fill the position of medical-surgical sub-director. The call was published in issue number 168 of the BOPV on September 3, 2026, through Resolution 4078/2026 (official reference: 2026/3779).

The resolution was signed by Jesús María Larrañaga Garitano, managing director of OSI Bilbao-Basurto, on August 5, 2026, as a step to strengthen the management team of the reference hospital institution in Bilbao.

Legal basis of the call

The call is made under the protection of several regulations: Law 8/1997, of June 26, regarding the Health Organization of the Basque Country (Article 28, Third General Rule); Decree 186/2005, of July 19, which regulates functional positions in Osakidetza; and Decree 255/1997, of November 11.

The position will be filled by free appointment, and candidates must meet the following conditions:

• Being a permanent employee (statutory, civil servant, or contractual) in any service institution of Osakidetza, holding a position in professional group A1.
• Holding the qualification for professional group A1.
• Having at least 5 years of professional experience in professional group A1.
• Meeting the requirements of Decree 186/2005 and the rest of the conditions of the Osakidetza Basque Language Plan.

Merits to be valued and the Basque language

To evaluate the candidates’ curricula, the following merits will be taken into account:

• Experience and/or training in team management and coordination.
• Experience and/or training in the coordination and management of surgical areas of the hospital.
• Knowledge of the Organization and functioning of Health Services.

Basque language knowledge will also be valued, according to Decree 67/2003, of March 18, regarding the normalization of the use of Basque in Osakidetza.

Application period and procedure

Interested parties must send their applications to the Directorate of Personnel of OSI Bilbao-Basurto (Montevideo Avenue 18, 48013 Bilbao), within a period of 15 business days, starting from the day following the publication of the resolution in the BOPV. Applications may also be submitted as established in Article 16.4 of Law 39/2015, of October 1.

Along with the application, a documented curriculum vitae and the following documentation must be presented:

• A certified photocopy of the DNI, passport, or driver’s license.
• A certified photocopy of the civil servant or statutory appointment, or, if applicable, a document proving the status of permanent contractual employee.
• A certified photocopy of the documentation proving that the requirements are met.
• A certified photocopy of all merits to be taken into account.

Evaluation committee and conclusion of the procedure

An evaluation committee will be formed to assess the applications, and its composition will be notified to the candidates. After conducting the evaluation, the committee may decide to carry out complementary diligences and will submit the proposal to formalize the appointment. The committee may also propose declaring the call void through a reasoned report if the candidates do not meet the required conditions.

The conclusion of the procedure (the assignment of the position or the declaration of the call as void) will be made by resolution of the managing director of OSI Bilbao-Basurto, which will be published in the BOPV and on Osakidetza’s intranet and corporate website. An appeal for reversal (alzada) may be filed against the resolution before the general director of Osakidetza, within a period of one month starting from the day following its publication in the BOPV.

This call is of special importance for completing the management team of Bilbao’s reference hospital institution and represents a significant professional opportunity for health workers, as well as for the future of the institution’s surgical management.
