Osakidetza has published the destinations for the May transfer competition

Osakidetza-Basque Health Service has published the destination offers for the open and permanent transfer competition for the May 2026 cycle in three categories, so that health workers wishing to relocate can update their requests. The three resolutions were signed by Josune Retegi Ormazabal, Director of People and Talent at Osakidetza, on August 6, 2026, and were published in the Official Gazette of the Basque Country (BOPV) issue number 158 on August 20, 2026, with references 2026/3659, 2026/3660, and 2026/3661.

The offer is divided into three categories or functional positions: administrative assistant and user care assistant (professional group of administrative auxiliary technicians), family doctor EAP (medical doctors and technicians), and electrical maintenance official (professional auxiliary technicians). In all three cases, the positions offered are basic and it is indicated that they had no holder as of the reference date.

Regulatory Framework and Background

The procedure is based on the Agreement of November 27, 2019, of the Administrative Council of Osakidetza-Basque Health Service, which approves the bases for the open and permanent transfer competition for the supply of basic destinations. Each category has its own call resolution: 276/2021 (administrative assistants), 1671/2019 (family doctor EAP), and 1314/2021 (electrical maintenance). According to section 4.2.1 of the Agreement, the destination offer of the cycle must be published in the BOPV and on Osakidetza’s website.

Destinations for the Three Categories

The offer is extensive and includes health organizations from all historical territories. In the case of administrative assistants (2026/3659), destinations are distributed across the General Directorate, Emergencies, OSI Araba, OSI Barakaldo-Sestao, OSI Barrualde-Galdakao, OSI Bilbao-Basurto, OSI Donostialdea, OSI Uribe, and several other organizations, including hospitals, health centers, and emergency services.

In the family doctor EAP category (2026/3660), the offers are directed toward primary care health centers, among others in the OSI Araba, OSI Barakaldo-Sestao, OSI Barrualde-Galdakao, OSI Bidasoa, OSI Bilbao-Basurto, OSI Donostialdea, and OSI Uribe organizations. In the electrical maintenance official category (2026/3661), destinations are directed toward the hospitals of OSI Barrualde-Galdakao (Galdakao-Usansolo), OSI Donostialdea (Donostia), OSI Ezkerraldea-Enkarterri-Cruces (Cruces), and OSI Uribe (Urduliz).

Deadlines and Conditions

The reference date for the selection of positions is December 17, 2025, for the categories of administrative assistants and family doctors (for positions under temporary internal promotion, it is February 13, 2026), and March 9, 2026, for the electrical maintenance technician category. For the effects of the assignment, the mode of position occupancy will be considered on June 9, 2026 (administrative assistants) and May 28, 2026 (the other two categories).

Interested parties have until September 10, 2026, to select or change their destinations, which shall be done through the computer request application without the need to submit documentation. In this cycle, requests that have selected at least one offered destination before September 10 will be admitted; otherwise, they must be corrected within ten days in accordance with Article 73 of Law 39/2015.

Language profile and Basque

All destinations indicate a language profile (mostly PL2) and, where applicable, a mandatory date, complying with the III Basque Language Plan (January 27, 2022) and Instruction 3/2022. These profiles were agreed upon prior to the reference date and are specified within the characteristics of each position.

Against the resolutions, an administrative appeal (recurso de alzada) may be filed before the general director of Osakidetza-Basque Health Service, in accordance with Law 39/2015, Law 8/1997, and Decree 255/1997, within one month starting from the day following its publication in the BOPV. This offer represents an important opportunity for health workers wishing to relocate and influences the reorganization of the functional staff of the Basque health system.
