Osakidetza-Basque Health Service has appointed Andrés Mauricio Cortés Correa as a permanent statutory employee, as a specialist in cardiovascular surgery, at the Hospital Universitario Cruces center of the OSI Ezkerraldea-Enkarterri-Cruces organization. The appointment was carried out via Resolution 1545/2026, signed on September 10 by Miren Lorea Bilbao Arteche, General Director of Osakidetza, and was published in the BOPV no. 190, issue of October 5, 2026, in the Appointments, status, and changes section of the Authority and Employees department. The process is part of the 2016-2017 public employment offer, in the free turn.

Context: The path of the 2016-2017 OPE

This appointment is not immediate. Resolution 103/2018, dated February 5, 2018, approved the general bases for the selection processes to obtain permanent statutory links called in 2016 and 2017, which were published in the BOPV no. 28, issue of February 8, 2018. Resolution 111/2018, dated February 7, 2018, approved the specific bases for the medical category.

The process was suspended in 2019: Resolution 1333/2019, dated October 24, decided to temporarily suspend the 2016-2017 OPE calls that had entered judicial investigations. The suspension was lifted with Resolution 1740/2025, dated November 3, 2025, except for the specialist in plastic, aesthetic, and reconstructive surgery. Subsequently, Resolution 1177/2026 published the provisional list of persons who passed the opposition phase, and Resolution 1543/2026 published the final list and the assignment of destinations.

Appointment and recipient

The annex of the resolution includes a single person in the free turn:

  • Andrés Mauricio Cortés Correa, specialist in cardiovascular surgery.
  • Destination: OSI Ezkerraldea-Enkarterri-Cruces, Hospital Universitario Cruces.
  • Language profile: 2.

The category is medical, belonging to the professional group of medical and technical faculty, and the destination is located within Osakidetza’s service organizations.

Taking possession and obligations

The second point of the resolution states that the assignees have a period of one month to take possession of the destination, starting from the day after the resolution is published. The taking of possession must be done at the General Directorate of Osakidetza-Basque Health Service, at the address of the central headquarters, and an appointment must be requested in advance. At that moment, the following documentation must be presented:

  • DNI, passport, or driver’s license, or equivalent.
  • Professional college certificate, when required by the specific bases of the call.
  • Sworn declaration certifying that the person has not been removed from a public administration through a disciplinary proceeding and has no disqualifications for exercising public functions.
  • Medical examination document issued by the Osakidetza Prevention Service, to certify psychophysical capacity.
  • For positions with regular contact with minors, a responsible declaration regarding article 13.5 of Organic Law 1/1996.

Those who do not present the documentation within the deadline will not be able to take possession of the destination, and their activities will be annulled. If they do not appear for the taking of possession, they will lose the rights derived from the resolution of the selection tests. Those who take possession must report to the corresponding service organization on the following day.

Appeal and effect

An appeal against the resolution may be filed before the Administrative Council of Osakidetza-Servicio vasco de salud, within a period of one month, starting from the day following its publication.

On the same day, in issue no. 190 of the BOPV, Resolution 1546/2026 published similar appointments for specialists in orthopedic and traumatology surgery, in the free turn, corresponding to 29 people. Both resolutions reflect the final phase of the 2016-2017 OPE, after years of interruption.

The appointments of specialists in cardiovascular surgery are a step toward stabilizing Osakidetza’s staff and have a direct effect on the organization of the service at the Hospital Universitario Cruces center. Considering the delays in the process and judicial interruptions, this appointment accelerates the administrative closure of the 2016-2017 OPE.
