Osakidetza has appointed twenty tribunals for the health and technical categories of the competitive examinations
Por FactBox Admin

The general director of Osakidetza, Miren Lorea Bilbao Arteche, signed twenty resolutions on July 24, 2026, through which twenty qualification tribunals for selection processes were appointed. The resolutions were published in the Official Gazette of the Basque Country on October 14, 2026, in issue number 196, in the “Authorities and personnel – Oppositions and competitions” section. The appointments directly affect the candidates participating in these processes, as the tribunal is the body responsible for grading the exams.

Regulatory basis
All appointments share a common basis: resolution 120/2026, of January 28, from the general director of Osakidetza-Basque Health Service, through which the general bases to be applied to the selection processes for obtaining fixed statutory links called in the years 2023-2024-2025 were approved. Those bases were modified by resolution 443/2026, of February 27, and this modification was published in the BOPV on March 12, 2026.
The specific bases for each category were approved by the resolutions of May 15, 2026: 879/2026, 880/2026, 881/2026, 882/2026, 883/2026, and 885/2026. Some of these, such as several functional posts for higher degree holders, were modified by resolution 1039/2026, dated June 9. Base 21 of the general bases empowers the general director to appoint the tribunal that will grade the tests, and this is the legal basis for the twenty resolutions.
Composition of each Tribunal
Each resolution includes an annex, in which all jury members are listed according to their position. Each tribunal consists of a president, four members, and a secretary, and the titular and substitute for each position are specified; therefore, twelve people are appointed for each process, totaling around one hundred and ninety appointments.
- Presidencies: Iván Cerezal Verduras (1379/2026), María Teresa Domínguez Fernández (1398/2026), María del Carmen Cifuentes Cabeza (1391/2026), Urtzi Gorostiaga Ajuriagoikoa (1393/2026), and Borja Gutiérrez Corres (1384/2026), among others.
- Positions: president, first, second, third, and fourth member, and secretary.
- Pairing: titular and substitute for each position.
Validity and Appeal
The resolutions take effect from the date of signature, that is, from July 24, 2026. The texts were signed in Vitoria-Gasteiz, and the third section orders the publication of the resolution in the BOPV.
According to base 24 of the general bases, an appeal against the resolution may be filed before the Administrative Council of Osakidetza-Basque Health Service, within a period of one month, counted from the day following its publication in the BOPV.
The simultaneous publication of twenty appointments accelerates the calendar of those processes: with the tribunals formed, there is no administrative obstacle to starting the grading phase. For the candidates, on the other hand, the reference is clear: the jury members and their substitutes are already public, and the period for filing an appeal began on October 15.
