Osakidetza has opened the call to select the Head of the Cardiology Service

Osakidetza-Basque Health Service has called for a competitive process to fill the position of head of the Cardiology health service of the Ezkerraldea-Enkarterri-Cruces integrated health organization (OSI). The call was established by Resolution 2078/2026, dated June 30, 2026, by María Luz Marqués González, the managing director of the OSI, and was published in the Official Gazette of the Basque Country (BOPV) number 170, on September 7, 2026, with reference 2026/3816.
Since the position is vacant, the call is open to statutory, civil servant, or contract employees established in any Osakidetza organization, as well as statutory permanent staff of the National Health System, provided they are in active service or in an administrative situation involving a reserved post in a category of the A1 professional group.
Requirements for participation
Candidates must meet three conditions by the last day of the application period:
- Hold a degree in Medicine and a specialty in Cardiology.
- Have at least 4 years of professional experience as a specialist cardiologist.
- Have experience in Osakidetza, Social Security, or the health services of autonomous communities, as well as experience in the public health services of other European Union member states.
Applications must be sent to the Personnel Directorate of OSI Ezkerraldea-Enkarterri-Cruces (Cruces plaza 12, 48903 Barakaldo), within a period of 15 business days starting from the day following the last publication of the call. Documentation must be presented together with a verified curriculum vitae, including, among others, a copy of the ID (NAN), the appointment certificate, a copy of the qualification, the service certificate, and the service management report.
Selection procedure and evaluation scale
The selection is carried out in two phases: first, the public defense of the management report project, and second, the evaluation of merits. The evaluation committee will be chaired by the medical director and will include the medical representative, the director of Personnel, and three members appointed by IVAP, all of whom must hold the same qualification and specialty as the called position.
The merits scale grants a maximum of 66 points, distributed as follows:
- Project and its defense: maximum 30 points.
- Professional experience: maximum 13 points.
- Training, teaching, and dissemination of knowledge: maximum 17 points.
- Knowledge of Basque: maximum 6 points.
Appointment and terms
The person filling the position will receive a provisional appointment for four years, extendable according to the provisions of Article 28 of Law 8/1997 on the Health Organization of the Basque Country. To be appointed, at least half of the maximum score of the entire process must be achieved, and necessarily, half of the evaluation of the project and its defense.
Against the call, within a period of one month, an appeal may be filed before the general director of Osakidetza-Basque Health Service. The possibility of the call remaining vacant is also included, if there are no candidates, if they do not meet the requirements, or if they do not achieve the minimum score.
This call is of particular importance, as the Cruces university hospital is the reference cardiology center in the Basque Country, and the selection of the head of service will have a direct impact on the direction of assistential care and research in that field.
