Por FactBox Admin

Osakidetza has called for a selection process for medical specialists to obtain a fixed statutory link. Miren Lorea Bilbao Arteche, General Director of Osakidetza-Basque Health Service, signed resolution 1677/2026 on October 1, which was published in the Official Gazette of the Basque Country (BOPV) on October 30, in issue number 208. The specific bases include 30 functional posts and 355 destinations, and the call consists of 88 pages, with reference 2026/4575.
The call is built upon the general bases established by resolution 120/2026 (of January 28); that resolution was modified by resolution 443/2026, of February 27, and the modification was published in the BOPV on March 12. The legal context consists of Law 8/1997 on the Health Organization of the Basque Country, Law 55/2003 on the statutory framework, Royal Decree-Law 5/2015 approving the consolidated text of the public employee statute, Decree 186/2005 regulating functional posts, and Decree 255/1997 establishing the social statutes of Osakidetza. Responsibility for the process lies with the Osakidetza-Basque Health Service organization, and the resolution was signed in Vitoria-Gasteiz on October 1.
Twelve specialties and 355 destinations
The destinations are distributed across 30 medical specialties. The ones with the highest volume are:
- Anesthesiology and resuscitation: 48 destinations.
- Internal medicine: 28.
- Radiology: 22.
- Orthopedic surgery and traumatology: 19.
- Urology: 18.
- Neurology and psychiatry: 16 each.
- Obstetrics and gynecology: 15.
- Digestive system: 14.
- Pulmonology and otorhinolaryngology: 12 each.
- Ophthalmology and general and digestive system surgery: 11 each.
There are 355 destinations in total, of which 24 are part of the reserve quota for persons with disabilities, representing 7% of the call. If this reserve is not filled, the destinations will be added to the general turn of entry. The final identification of the destinations will be carried out after the publication of the adjudication resolution of the open and permanent relocation competition of Osakidetza.
Single opposition test and competition phase
The opposition phase consists of a single test with two exercises: one theoretical, a multiple-choice question-and-answer based on the program, and another practical, a set of questions based on practical cases. The theoretical test weighs 65% of the score and the practical 35%; to pass, the rounded average must be at least 50 points out of 100, and incorrect answers carry no penalty. The question bank will be posted on the Osakidetza website at least 12 weeks in advance, and both exercises are performed in a single set of questions.
Subsequently, in the competition phase, the scale from Annex III is applied to the merits. Professional experience is worth a maximum of 60 points, limited to 20 years, and training, teaching, and research are worth another 20 points.
Basque language and merit floor
Knowledge of Basque is worth up to 18 points with the PL2 profile and up to 9 points with PL1, when determining the priority order among candidates. In the training section, a doctorate grants 9 or 10 points, postgraduate masters 6, and scientific publications 2 for the first author. Regarding the experience bonus, 0.30 points per month are granted for services in the same category and specialty, and 0.12 points for medical-quota services.
November period and appeal process
The period for submitting applications begins on November 2 and ends on November 27, at 14:00. Registration fees are 25 euros for group A1, and those taking a destination must present their collegiate certificate. An appeal against the resolution may be filed before the Administrative Council of Osakidetza-Servicio Vasco de Salud, within a period of one month, starting from the day following its publication in the BOPV.
Twelve other resolutions published on the same day regulate specific categories:
- 1678/2026 — palliative care.
- 1679/2026 — family-PHC.
- 1680/2026 — infectious diseases.
- 1681/2026 — home hospitalization.
- 1682/2026 — occupational medicine.
- 1683/2026 — pediatrician-PHC.
- 1684/2026 — hospital emergencies.
- 1685/2026 — immunology.
- 1686/2026 — microbiology and parasitology.
- 1687/2026 — hospital radiophysics.
- 1688/2026 — hospital pharmacy.
- 1689/2026 — human nutrition and dietetics.
The call has a direct impact on the provision of the public health service: specialties such as anesthesiology, internal medicine, traumatology, and urology are those with the greatest need to fill gaps in the daily operation of hospitals. The fixing of 355 destinations strengthens staff stability and closes the final round of processes started at the beginning of 2026, for hundreds of specialists who will compete under the same conditions.
