Osakidetza calls for four head of departments in Bilbao, Basauri, and Eibar

Osakidetza-Basque Health Service has published public calls to fill four vacant leadership positions in issue number 180 of the Official Gazette of the Basque Country, on September 21, 2026. Three calls are for service heads at the Bilbao-Basurto Integrated Health Organization —Internal Medicine, Cardiology, and Urology— and the fourth is for the unit head of the Eibar Mental Health Center, within the Gipuzkoa Mental Health Network. The processes will be carried out via a merit-based competition, and the appointments will be temporary, for a period of four years.

Who signs and under which regulations

The first three resolutions were signed by Jesús María Larrañaga Garitano, managing director of the Bilbao-Basurto OSI, on July 6 and 7, in Bilbao. The fourth was signed by Andrea Gabilondo Cuellar, managing director of the Gipuzkoa Mental Health Network, on August 4, in Donostia.

All calls share the same legal basis: the Third Unified Rule of Article 28 of Law 8/1997 of the Health Organization of the Basque Country, Decree 186/2005 regulating functional positions in Osakidetza, Law 55/2003 of the Framework Statute, and Royal Legislative Decree 5/2015 approving the Consolidated Text of the Basic Statute of Public Employees.

Who can participate and within what timeframe

To participate, candidates must be statutory employees, civil servants, or have a permanent employment contract in professional group A1, possess the corresponding qualification and specialty, and prove at least four years of experience in that specialty. In the Eibar call, however, a FEM in Psychiatry degree and three years of experience are required.

• Applications for the first three calls must be sent to the Personnel Directorate of the Bilbao-Basurto OSI (Montevideo Avenue 18, 48013 Bilbao).
• For the Eibar call, to the Management Directorate of the Gipuzkoa Mental Health Network (Dr. Begiristain Promenade 115, Donostia University Hospital, 20014 Donostia).
• The deadline is 15 working days, starting from the day following the publication of the resolution in the last official gazette.
• A curriculum vitae, a certified copy of the qualification, an updated service certificate, and a draft management memory must be submitted.

Selection process and scale

The merits scale has a maximum of 66 points. Of these, 30 points correspond to the project evaluation —the content of the written report, 15 points, and the public defense before the committee, another 15—. The evaluation of merits provides another 30 points: 13 for professional experience and 17 for training, teaching, and dissemination of knowledge. Finally, knowledge of Basque is worth up to 6 points, according to Decree 67/2003 for the normalization of the use of Basque in Osakidetza.

To obtain the appointment, at least half of the maximum score of the entire process and half of the project evaluation must be achieved. The Evaluation Committee will propose the candidate with the highest score to the management; if no one achieves the minimum score, it will be stated that the call has remained vacant.

Impact and consequences

The fact that management positions are vacant directly affects the daily management of those services, and these calls open the process to fill four strategic positions. Appointments will be for four years, renewable, and an appeal against the resolutions may be filed before the general director of Osakidetza-Servicio Vasco de Salud within a period of one month.
