Osakidetza appoints 2016-2017 specialist doctors in seven official resolutions

Osakidetza-Basque Health Service has published seven resolutions in issue number 183 of the Official Gazette of the Basque Country (BOPV) on September 24, 2026, to appoint specialist doctors selected in the 2016-2017 public employment offer processes as permanent statutory employees. The resolutions were signed by general director Miren Lorea Bilbao Arteche on August 19, 2026, with a total of 52 beneficiaries. The appointments come after the lifting of a judicial suspension that had been in effect since 2019.

Seven resolutions and 52 appointments

Each resolution includes a category and a turn, with its own official reference:

• Resolution 1473/2026 (2026/3992): 17 specialists in digestive system, free turn.
• Resolution 1474/2026 (2026/3993): 1 specialist in intensive care medicine, internal promotion turn.
• Resolution 1475/2026 (2026/3994): 6 specialists in intensive care medicine, free turn.
• Resolution 1476/2026 (2026/3995): 4 specialists in neurosurgery, free turn.
• Resolution 1477/2026 (2026/3996): 3 specialists in clinical neurophysiology, free turn.
• Resolution 1478/2026 (2026/3997): 13 specialists in hospital emergencies, free turn.
• Resolution 1479/2026 (2026/3998): 8 specialists in urology, free turn.

Background: 2018 bases and judicial suspension

The general bases of the process were approved via Resolution 103/2018 (February 5, 2018) and published in issue 28 of the BOPV on February 8, 2018. The specific bases were approved via Resolution 111/2018 (February 7, 2018), and specific resolutions were used for some categories, such as 171/2018 (neurosurgery) and 117/2018 (hospital emergencies).

Resolution 1333/2019 (October 24, 2019) established a precautionary suspension of the OPE 2016-2017 processes because they were under judicial investigation, and Resolution 32/2020 (January 15, 2020) renewed the suspension. Resolution 1740/2025 (November 3, 2025) lifted the precautionary suspension, with the exception of the specialty of plastic, aesthetic, and reconstructive surgery.

Destinations and period for taking possession

The assigned destinations are in hospitals within the following Osakidetza service organizations:

• OSI Bilbao-Basurto, Basurto University Hospital.
• OSI Donostialdea, Donostia University Hospital.
• OSI Barrualde-Galdakao, Galdakao-Usansolo Hospital.
• OSI Ezkerraldea-Enkarterri-Cruces, Cruces University Hospital.
• OSI Araba, Araba University Hospital.
• OSI Bidasoa, Bidasoa Hospital; OSI Uribe, Urduliz Hospital; OSI Alto Deba, Alto Deba Hospital; OSI Goierri Alto Urola, Zumaja Hospital; OSI Barakaldo-Sestao, San Eloy Hospital.

Candidates have one month to take possession of the destination, starting from the day after the publication of the resolution. Possession must be formalized at the general directorate of Osakidetza-Servicio vasco de salud, by requesting a prior appointment, and the following must be presented: identity document, collegiate certification, medical recognition of psychophysical capacity, and a sworn statement indicating that they have no disciplinary record or disqualification, among others. Those who do not appear within the period lose the rights derived from the selection process.

Appeal and effect

An appeal against each resolution may be filed before the Administrative Council of Osakidetza-Servicio vasco de salud, within a period of one month, counted from the day after its publication in the BOPV.

These appointments close the long public employment offer process of 2016-2017, after a delay of almost ten years. Filling 52 permanent positions provides stability to the deficit specialties in the service organizations and strengthens the stabilization of Osakidetza’s staff.
