Osakidetza has permanently assigned levels for professional development

The general director of Osakidetza-Basque Health Service, Miren Lorea Bilbao Arteche, has definitively assigned the professional development levels for the thousands of professionals who participated in the 2025 ordinary call. Resolution 1509/2026, dated September 1, was published in the Official Gazette of the Basque Country (BOPV) number 175, on September 14, 2026, with official reference 2026/3879.

The resolution resolves the requests for the recognition of professional development levels and publishes the definitive assignment of levels for all professionals in the service organizations of Osakidetza-Basque Health Service. The ordinary call was regulated by Resolution 2081/2025, dated December 19, and the provisional assignment was published by Resolution 1109/2026, dated July 8.

Regulatory Framework and Background

The resolution is based on Article 11 of Decree 395/2005 (November 22), Decree 35/2007 (February 27), and Decree 248/2007 (December 26), which regulate the professional development of health graduates, health diploma holders, and health and non-health professional training staff. According to that article, the general directorate is responsible for resolving claims and making the definitive assignment of levels.

Resolution 2081/2025, dated December 19, established the conditions, requests, and evaluation procedures for the ordinary call corresponding to the 2025 economic exercise, as well as those for the 2022, 2023, and 2024 exercises for professionals who did not meet the access requirements.

Assigned Professional Groups

The definitive assignment is divided into eleven professional groups, listed in the Annex:

• A1 – Health graduate
• B1 – Health diploma holder
• A2 – Senior technician
• B2 – Intermediate technician
• C1 – Health specialist technicians
• C2 – Administrative specialist technician
• C3 – Professional specialist technicians
• D1 – Health auxiliary technicians
• D2 – Administrative auxiliary technician
• D3 – Professional auxiliary technicians
• E1 – Substitutes and operators

Effects and Resources

The resolution ex officio rejects requests that do not achieve the minimum score for the level requested in Block B, provided they exceed the minimum in Blocks A and C. The economic consequences of each level will be applied according to Article 11 of Resolution 2081/2025, on the corresponding date in each case.

Resolutions end the administrative process, and an appeal for reversal may be filed before the Administrative Council of Osakidetza-Servicio Vasco de Salud, within a period of one month starting from the day following its publication in the BOPV. The document is 124 pages long and contains the names of thousands of professionals in the Annex and their assigned levels.

This resolution is of great importance for health system workers, as the definitive fixing of professional development levels has economic and career consequences for thousands of healthcare and non-healthcare workers, and it closes the administrative route.
