The Ortigueira City Council has approved the regulatory bases for the selection process to establish a waiting list composed of personnel eligible for temporary hiring in the category of Home Help Service assistants, Group IV of the Regulatory Agreement for municipal labor personnel. The call, processed under file 1884/2026, was published in the Official Gazette of the Province of A Coruña number 177, dated September 16, 2026, via announcement 2026/5944.

The approval was carried out by mayoral resolution number 2026-1077, dated September 9, 2026, which reclaimed the competence previously delegated to the Local Government Board. The process, which is conducted through a competitive merit system in an open call, has the favorable report of the Human Resources department and the auditing of the municipal Comptroller.

Object and purpose of the list

The purpose of the waiting list is to meet transitory temporary hiring needs, under the circumstances provided for in article 15 of Legislative Royal Decree 2/2015, of October 23, which approves the revised text of the Workers’ Statute Law. The pool will remain in effect until a new selection process is carried out to definitively fill the Group IV positions and, in any case, for a maximum period of three years.

Calls will be made in strict order of scoring on the list, following the justification of urgent and unavoidable needs. The non-acceptance of an offer has consequences: the first refusal moves the candidate to the last place on the list, and the second results in definitive exclusion.

Requirements and evaluable merits

To participate, it is necessary to meet, among others, the following requirements:

  • Hold Spanish nationality or that of other States under the terms of article 52 of Law 2/2015, on public employment in Galicia.
  • Be at least 16 years of age and not exceed the maximum age of compulsory retirement.
  • Possess a Graduate degree in Compulsory Secondary Education or equivalent.
  • Accredit a specific qualification, such as Technician in Care for People in Situations of Dependency, Nursing Auxiliary Care Technician, or the professional certificate in Sociosanitary Care for People at Home.
  • Have total availability to travel throughout the municipality by one’s own means.

The competition phase is valued up to a maximum of 10 points: up to 6 points for professional experience and up to 4 points for training. Only merits claimed within the application submission period are taken into account, and experience and training are computed from January 1, 2020.

Submission of applications and Galician language test

Applications shall be addressed to the Mayor’s Office and may be submitted in person at the General Registry of the City Council, from 09:00 to 14:30 hours, or electronically through the municipal electronic office. The submission period is 10 calendar days starting from the day following the publication of the announcement in the BOP.

Applicants who do not prove knowledge of the Galician language through the CELGA 3 certificate or higher must take a written translation test, with a maximum duration of one hour. The waiting list will be completed by candidates who pass at least one of the exercises and prove knowledge of Galician.

The call, signed by Mayor José Valentín Calvín Fondevila, represents a temporary employment opportunity in the municipality’s home care service, in an area of high social demand. The list will allow the City Council to quickly cover sick leaves and punctual needs of the home help service, guaranteeing the continuity of care for dependent persons.
