Ortega y Murillo cesan al embajador de Nicaragua en Bolivia

The Government of Nicaragua has nullified the appointment of Elías Chévez Obando as Ambassador Extraordinary and Plenipotentiary of the Republic of Nicaragua to the Government of the Plurinational State of Bolivia, residing in La Paz. The decision is detailed in Presidential Agreement No. 132-2026, signed by Co-President Daniel Ortega Saavedra and Co-President Rosario Murillo Zambrana, and published in La Gaceta, Official Gazette No. 181 on Monday, October 5, 2026, in the Government House section, page 9586.

The agreement was issued in the City of Managua, Government House, on the first day of October of the year two thousand twenty-six, “in exercise of the powers conferred by the Political Constitution.” It is a two-article act that does not designate a substitute for the Bolivian diplomatic mission: it is limited to revoking the current appointment and establishing its entry into force.

What the agreement provides

  • Article 1: to nullify the appointment of Comrade Elías Chévez Obando to the position of Ambassador Extraordinary and Plenipotentiary of Nicaragua to the Government of the Plurinational State of Bolivia, residing in La Paz.
  • Article 2: the agreement takes effect as of that same date and orders its publication in La Gaceta, Official Gazette.
  • Signatories: Daniel Ortega Saavedra, Co-President of the Republic of Nicaragua, and Rosario Murillo Zambrana, Co-President of the Republic of Nicaragua.

The appointment being nullified

The revocation applies to Presidential Agreement No. 161-2012, dated September five, two thousand twelve, which had appointed Elías Chévez Obando to lead the mission in La Paz. That instrument was published in La Gaceta, Official Gazette No. 171 on September seven, two thousand twelve, meaning the official remained in the position for fourteen years.

The new agreement does not mention the reasons for the termination nor announce a replacement, and it does not modify the category of the Nicaraguan representation to the South American country.

Other recent diplomatic movements

The revocation adds to a series of adjustments in the Nicaraguan foreign service published in the same official gazette in recent weeks:

  • Presidential Agreement No. 120-2026, dated September first, 2026, which nullified the appointment of Rosalía Concepción Bohórquez Palacios as Permanent Representative to the United Nations Organization and other Geneva-based agencies, and to the World Trade Organization (WTO).
  • Presidential Agreement No. 124-2026, dated September sixteen, 2026, which appointed Mario José Armengol Campos as Ambassador Extraordinary and Plenipotentiary to the Government of the Democratic Republic of Timor-Leste, concurrently and based in the Socialist Republic of Vietnam.

The October 5th Edition

Presidential Agreement No. 132-2026 opens issue number 181 of year CXXX, consisting of 36 pages and a print run of 340 copies. The same edition publishes Ministerial Agreement No. 08-2026-OSFL from the Ministry of the Interior, signed by Minister María Amelia Coronel Kinloch, under registration Reg. 2026-00950, which grants legal personality to three sports associations: the Departmental American Football Association Guerreros de Managua (ADFAGM), the Managua Departmental Chess Association (ASADEM), and the Boaco Departmental Chess Association (ADABA). The bulletin also includes the Fourth Call Notice for Tariff Contingents for 2026 from the Ministry of Promotion, Industry, and Commerce, resolutions from the Intellectual Property Registry, bidding notices, judicial edicts, and professional degrees.

The termination of the ambassador in Bolivia closes a mission of more than a decade and leaves vacant one of the longest-standing Nicaraguan representations in South America, without the published agreement specifying who will take over the headquarters in La Paz or when the handover will occur.
