Ortega appoints Jeovani Álvarez Cubillo as agricultural minister by presidential decree
Por FactBox Admin

Co-president Daniel Ortega Saavedra and co-president Rosario Murillo Zambrana appointed Jeovani Francisco Álvarez Cubillo as minister of the Ministry of Agriculture through Presidential Agreement No. 133-2026. The decision was published in La Gaceta, Official Gazette No. 186 on Monday, October 12, 2026, in the Government House section, page 9766. The agreement was signed on October 9, 2026, at the Government House in Managua.
The text is issued “in use of the powers conferred upon them by the Political Constitution” and consists of three articles. The first orders the appointment; the second removes the official’s previous position; the third establishes the entry into force. The publication is produced under the seal of the Government of Reconciliation and National Unity and the motto “United Nicaragua Triumphs,” in the Year CXXX issue, consisting of 32 pages and a print run of 345 copies.
A promotion from the vice-ministry
Article 1 of the agreement states verbatim: “Appoint comrade Jeovani Francisco Álvarez Cubillo to the position of Minister of the Ministry of Agriculture.” This is an internal promotion within the same portfolio, rather than the incorporation of a person external to the institution.
Article 2 nullifies his previous appointment as vice-minister of the Ministry of Agriculture, contained in Presidential Agreement No. 28-2026, approved on February 17, 2026, and published in La Gaceta, Official Gazette No. 31 on February 18, 2026. Consequently, the vice-minister position becomes vacant, and the leadership of the ministry passes to the person who until now occupied the second level of the structure.
Validity and official publication
Article 3 establishes that the agreement “takes effect as of its publication” and orders its publication in La Gaceta, Official Gazette. Therefore, the appointment is effective from October 12, 2026, the date of issue No. 186.
The document appears in the bulletin’s summary under the heading Government House, with the reference Presidential Agreement No. 133-2026, on page 9766. The signatures correspond to Daniel Ortega Saavedra, co-president of the Republic of Nicaragua, and Rosario Murillo Zambrana, co-president.
What changes in the agricultural sector
The move renews the leadership of a portfolio with direct competencies over rural production, agricultural health, and the registration of productive establishments. Among the agencies operating under its orbit is the Institute for Agricultural Protection and Health (IPSA), the competent authority regarding traceability and animal movement.
- Position assumed: minister of the Ministry of Agriculture.
- Position vacated: vice-minister of the Ministry of Agriculture.
- Previous appointing regulation: Presidential Agreement No. 28-2026, dated February 17, 2026.
- Previous publication: La Gaceta, Official Gazette No. 31, dated February 18, 2026.
- Current appointing regulation: Presidential Agreement No. 133-2026.
- Current publication: La Gaceta, Official Gazette No. 186, dated October 12, 2026, p. 9766.
- Entry into force: as of its publication.
The change in leadership arrives without the agreement detailing plans, programs, or priorities for the sector. The text is limited to the appointment, the removal from the previous position, and the validity, without mentioning budgets, production goals, or the names of other officials.
For producers, cooperatives, and rural guilds, the appointment defines the official spokesperson of the Ministry of Agriculture regarding productive policies, sanitary permits, and development programs. The publication in the Official Gazette confirms that the appointment is now legally enforceable and that any management before the ministry must be addressed to the new minister.
