Oropesa del Mar approves credits for 6.99 million with treasury surplus.

The Plenary of the City Council of Oropesa del Mar approved, at an extraordinary session held on 9 July 2026, the Credit Modification File 3/2026, which provides 6,995,175.70 euros through extraordinary credits and credit supplements financed with treasury surplus. The agreement, with reference 03664-2026-U, is published in the Official Gazette of the Province of Castellón (number 97, of 13 August 2026) after the Plenary dismissed on 11 August the only claim submitted during the public exhibition period.

The credit modification is the formula that allows local entities to adjust their current budget when the approved budget items prove insufficient or unforeseen expenses arise. In this case, the coastal town council finances the operation entirely with treasury surplus, which is recorded under Chapter VIII (financial assets) of the revenue budget for the total amount of 6,995,175.70 euros, without resorting to new debt. The notice of approval remained on public display for 15 working days.

Extraordinary credits and credit supplements

The modification of the expenditure budget is broken down into two blocks: extraordinary credits total 896,600.00 euros and credit supplements total 6,098,575.70 euros. The distribution by chapter is as follows:

  • Extraordinary credits: Chapter II (current goods and services), 397,200.00 euros; Chapter IV (current transfers), 152,000.00 euros; Chapter VI (real investments), 347,400.00 euros.
  • Credit supplements: Chapter I (personnel expenses), 5,000.00 euros; Chapter II, 4,195,714.70 euros; Chapter IV, 424,500.00 euros; Chapter VI, 1,473,361.00 euros.

Dismissed claim

During the public information period, a claim was submitted by Mr. Jesús Ger García, on behalf of the company Comercializadora Mediterránea de Viviendas, S.L., which was dismissed by the Plenary of the City Council on 11 August 2026. With this decision, the file becomes final in the administrative channel and the approved modification may be executed in its entirety.

Appeal deadlines

Against the transcribed agreement, which is final in the administrative channel, an administrative litigation appeal may be filed with the Administrative Litigation Court of the Province within two months counted from the day following this publication. The notice also reminds that any other appeals or actions considered appropriate may be exercised. The document is signed in Oropesa del Mar on 11 August 2026 by the mayor, Rafael Albert Roca.

The operation provides resources to current expenditure items (chapters I, II and IV) and to real investments (chapter VI) of the municipality in fiscal year 2026, relying on available treasury instead of borrowing. The amount, close to seven million euros, strengthens the city council’s budget execution capacity and concludes the objections procedure with the rejection of the only challenge filed.
