Immediate restoration order for the Ca Na Coloma quarry in Binissalem

The Minister of Enterprise, Self-Employed and Energy has ordered the removal of machinery and extractive facilities from the Ca Na Coloma quarry (no. 102), in the municipality of Binissalem, and the immediate restoration of the affected area according to the prescriptions of the mining authority. The decision is published in the Official Gazette of the Balearic Islands (BOIB) no. 120, of September 24, 2026, in an extract of the final resolution signed on September 18, 2026 (official reference 1228955).

The order falls under Law 10/2014, of October 1, on mining regulation of the Balearic Islands (LOMIB), and comes after the re-exploitation and restoration project failed to obtain the favorable agreement of the Directorate General for Urban Harmonization and Environmental Impact Assessment. The operation, with mining registration number 102, occupies plots 211, 214, 215, and 233 of polygon 15 of Binissalem.

The environmental assessment, declared finished

The resolution of the director general of September 30, 2025, concluded that the promoter had not redesigned the projects to safeguard the habitats of community interest present in the area. The affected habitats are:

• HCI 5330, thermo-Mediterranean and pre-desert scrub.
• HCI 9340, holm oak forests of Quercus ilex and Quercus rotundifolia.
• HCI 9540, Mediterranean pine forests of endemic mesogean pines.
• HCI 6220*, Mediterranean grasslands and heaths with basophil grasses and annuals.

The report also criticized that it had not been justified with a detailed field study that the conservation status of the affected habitats was unfavorable, nor had the synergistic and cumulative effect with the neighboring operation La Flamenca I (491) been analyzed. The documentation submitted by the promoter on June 23, 2025, in response to the request of January 22, 2025, and the subsequent one of September 12, 2025, were considered insufficient.

With these arguments, the ordinary environmental impact assessment of the project was declared finished and file 116A/2024 was archived, in accordance with article 40.3 of Law 21/2013, of December 9, on environmental assessment. The project submitted on February 25, 2022, had received an unfavorable report.

What the resolution orders

The resolution part of the document establishes four points:

• Order the removal of machinery and facilities that are not used for restoration and for the removal of stockpiles, and to immediately begin the restoration of the affected area.
• Register the new status of the quarry in the Mining Registry of the Balearic Islands.
• Notify the resolution to the Binissalem City Council, the Directorate General for Urban Harmonization and Environmental Assessment, the landowners, the operator, and the project manager.
• Publish an extract of the resolution in the BOIB within fifteen days from the date of the resolution.

Environmental background

The text recalls that the mining operation failed to pass the environmental process ordered by the resolution of July 18, 2018, resolved by the president of the Environmental Commission of the Balearic Islands (CMAIB) on November 27, 2018. The final resolution is signed in Palma by Alfons Gómez Rosselló, Director General of Industry and Industrial Estates, by delegation of the Minister of Enterprise, Freelancers and Energy (BOIB no. 97, of July 24, 2025).

The decision closes years of disagreement between the extractive project and the protection of the area’s habitats, and obliges the operator to dismantle the facilities and repair the land. For the residents of Binissalem and for the municipality’s natural environment, the publication in the BOIB marks the start of the deadline for the restoration of the Ca Na Coloma quarry to become effective.
