Order 132/2026 publishes the dissolution of the La Torrecilla Association of Municipalities

The Official Gazette of Castilla-La Mancha publishes this Monday the dissolution of the La Torrecilla Association of Municipalities, composed of the municipalities of Arbancón and Monasterio, which ceased to provide the waste collection service that justified its creation. The decision is formalized through Order 132/2026, of September 9, from the Regional Ministry of Finance, Public Administrations and Digital Transformation, published in DOCM number 186, of September 28, 2026, with the official reference 2026/6858.

The association was created by Order of April 2, 2001, from the Regional Ministry of Public Administrations of Castilla-La Mancha, for the purpose of residential waste collection, and is headquartered in Arbancón. It is registered in the Registry of Local Entities of the Ministry of Territorial Policy and Democratic Memory under number 0519029, and under number P19000314D in the registry of local entities.

The procedure began on June 11, 2018, when the association itself initially approved its dissolution as its primary purpose had disappeared: both municipalities had opted for the collection service of the Provincial Council of Guadalajara, as provided for in Article 3 of its statutes. The agreement was subject to public consultation for one month following the announcement published in the Official Gazette of the Province of Guadalajara number 130, of July 9, 2018, without any allegations or claims being presented.

The procedures preceding the dissolution

The order details the complete administrative sequence of the file, processed in accordance with Article 22 of the entity’s statutes and Article 45 of Law 3/1991, of March 14, on Local Entities of Castilla-La Mancha:

• June 11, 2018: the association initially approves its dissolution due to the cessation of the waste collection service.
• July 9, 2018: announcement in the Official Gazette of the Province of Guadalajara number 130 and public exhibition for one month, with no allegations.
• September 13, 2018: request for reports from the Regional Ministry of Finance and Public Administrations and the Provincial Council of Guadalajara.
• Favorable reports from the Provincial Council of Guadalajara (September 17, 2018) and the Regional Ministry of Finance and Public Administrations (September 28, 2018).
• February 18, 2025: the City Council of Monasterio definitively approves the dissolution.
• April 1, 2025: the City Council of Arbancón definitively approves the dissolution, according to the secretarial certification of that date.

The annex reproducing the agreement of Monasterio records different dates for the sectoral reports, placing them on September 21 and October 1, 2018. The plenary of Arbancón approved the agreement unanimously, with five out of five legal members.

No common assets to liquidate

The text specifies that, given the non-existence of common assets, it is not appropriate to adopt an agreement for liquidation and distribution of assets along with that of dissolution, despite the title of the order mentioning both points. The publication is therefore limited to publicizing the dissolution agreement, whose sole article orders its insertion in the Official Gazette of Castilla-La Mancha under the terms of the annex.

Cancellation of registrations

The agreements of both town councils include the transfer of the file to the Vice-Ministry of Local Administration and Administrative Coordination of the Regional Government of Castilla-La Mancha for the publication of the order and the cancellation of the registration of the association of municipalities (mancomunidad) in the regional Register of Associations of Municipalities, pursuant to Article 42 of Law 3/1991. Likewise, the cancellation of its registration in the state Register of Local Entities is requested, in accordance with Royal Decree 382/1986, of February 10.

The order is signed in Toledo on September 9, 2026, by the Minister of Finance, Public Administrations, and Digital Transformation, Juan Alfonso Ruiz Molina.

The dissolution closes an entity that had gone for years without exercising the competence for which it was created, following the transfer of the waste collection service to the Provincial Council of Guadalajara. For the residents of Arbancón and Monasterio, this entails no changes in the provision of the service, already assumed by the provincial institution, while for the municipal coffers, it eliminates the structure of an inactive association of municipalities with no common assets to distribute.
