Orcera exposes social services registries for 246,970 euros

The Orcera City Council (Jaén) has definitively approved the collection registers for the charges for the provision of social assistance services for the first semester of 2026, for a consolidated global amount of 246,970.94 euros. The decision was adopted by Mayoral-Presidency Decree No. 2026-3963, dated September 1, 2026, and is published in the Official Gazette of the Province of Jaén number 173, dated September 7, 2026, with reference 2026/4143.

Services included in the registers

The registers comprise the settlements corresponding to the months of January to June 2026 for four assistance modalities:

  • Public Contracted Places at the “Peñalta” Elderly Residence.
  • Private Places at the “Peñalta” Elderly Residence.
  • “Peñalta” Day Care Unit (UED).
  • Home Meal Service.

The breakdown by modality shows 133,071.23 euros for public places, 90,624.32 euros for private places, 11,500.69 euros for the day care unit, and 11,774.70 euros for the home meal service.

Public exhibition and voluntary period

In accordance with Article 102.3 of the General Tax Law (LGT) 58/2003, of December 17, applicable supplementarily to local public prices according to Article 12 of the Revised Text of the Law Regulating Local Treasuries (TRLRHL), approved by Royal Legislative Decree 2/2004, of March 5, the file is submitted for public exhibition and payment during the voluntary period.

  • Public exhibition: the registers will be exhibited for fifteen (15) business days from the day following the publication of the edict in the BOP of Jaén and on the Notice Board of the Municipal Electronic Office (orcera.sedelectronica.es).
  • Direct debit receipts: these will be charged by the municipal Treasury to the authorized accounts starting from the fifth business day following the start of the voluntary period.
  • Non-direct debit receipts: payment shall be made at collaborating financial institutions upon presentation of the collection document, within the period specified in Article 62.3 of the LGT.

Executive period and appeals

Once the voluntary period has elapsed without the debt being satisfied, the unpaid installments will be demanded through the administrative enforcement procedure against the assets of the debtors, including executive period surcharges, late payment interest, and legal costs, according to Articles 26, 28, and 161 et seq. of the LGT.

Against the act of approval of the registers and their nominative settlements, which exhausts administrative remedies, interested parties may file:

  • Appeal for Reversal (Recurso de Reposición) before the Mayor-Presidency of the Orcera City Council, within one month from the end of the public exhibition period, as a prior and mandatory requirement.
  • Contentious-Administrative Appeal before the Contentious-Administrative Section of the Court of First Instance of Jaén, within two months from the notification of the resolution of the appeal for reversal or from its dismissal by administrative silence.

The news directly affects the users of social services in Orcera, who must settle the payment of their fees within the voluntary period to avoid surcharges and the enforcement procedure. The announcement, signed by the Mayor-President, Juan Francisco Fernández López, guarantees publicity and the right of taxpayers to appeal the settlements.
