Open competitive examination for two General Administration Technician positions at the OPAEF

The Provincial Body for Economic and Fiscal Assistance (OPAEF), dependent on the Most Excellent Provincial Council of Seville, has approved the specific rules and the call for the selection process to fill, via open competition, two vacant positions for General Administration Technician within its permanent civil service staff. The call is published in the Official Gazette of the Province of Seville number 166, dated August 27, 2026, with official reference BOP-SE-2026-166001.

The call was authorized by the Presidency Resolution number 395/2026, of August 19, and electronically signed on August 25 by the Secretary General, María García de Pesquera Tassara. The positions correspond to the 2024 Public Employment Offer, approved by the Presidency Resolution number 998/24, of December 20 (BOP no. 250, of December 27, 2024), while the general rules were approved by Resolution number 374/2026, of August 5.

A process framed within the transformation of the OPAEF

The body is currently undergoing a process of transforming its organic structure, which requires adapting the legal link of its personnel to civil service status, given that it provides functions and services of a tax nature. This requirement is based on Article 92.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Article 9.2 of Legislative Royal Decree 5/2015, of October 30 (TREBEP).

The called positions belong to Group/Subgroup A1 of civil service personnel, within the General Administration Scale, Technical Subscale, Superior Class. Given the small number of vacancies, the ten percent quota reservation for persons with disabilities does not apply, in accordance with Article 28 of Law 4/2017, of September 25, of the Autonomous Community of Andalusia.

Requirements and selection process

The selection will be carried out through open competitive examination, with a first-category tribunal according to Royal Decree 462/2002, of May 24. The main requirements and characteristics are:

• Qualification: Degree or Bachelor’s in Law, Economics, Business Studies, Business Administration and Management, or equivalent.
• Examination fees: 30.00 euros, with exemptions and discounts provided for in the general rules.
• Status: civil service, open competition.

The examination consists of three eliminatory exercises, all graded from 0 to 10 points, with a minimum of 5 required to pass:

• First exercise: multiple-choice questionnaire of 110 questions (100 ordinary and 10 reserve), with a duration of 120 minutes; each correct answer adds 0.10 points and each error subtracts one third.
• Second exercise: written resolution of a practical case regarding the specific subjects of the syllabus.
• Third exercise: written development of two topics, one from common subjects and one from specific subjects, drawn at random, with a duration of three hours and reading in a public session.

The final grade will be the average of the scores of the three exercises. The syllabus covers common subjects (constitutional law, administrative law, local government regime, European Union) and specific subjects (public procurement, public employment, local finance and tax law, with special attention to local taxes and the collection procedure).
