Eleven nurses from La Rioja take office as career civil servants

The Official Gazette of La Rioja publishes this Monday, October 19, 2026 (number 201), Resolution 2433/2026, of September 16, by which the Department of Finance, Public Governance, Digital Society and Government Spokespersonship appoints as career civil servants of the Health Scale of the Middle-Grade Faculty Body of Special Administration (FA.30/22-25) the eleven candidate applicants proposed by the Qualifying Board. The appointments culminate the nursing selection process convened in 2025 and assign definitive destinations in Logroño, Lardero, Fuenmayor, and Calahorra.

The procedure began with Resolution 1903/2025, of August 14, which convened the selection tests (Official Gazette of La Rioja number 160, of August 20, 2025). On that basis, the Qualifying Board formulated its appointment proposal on August 4, 2026, and Resolution 1981/2026, of August 11, from the General Directorate of Public Service (Official Gazette of La Rioja number 154, of August 13, 2026), made public the final list of successful candidates and the vacancies to be chosen.

The resolution is further supported by Decree 12/2026, of May 12, regarding the Public Employment Offer for 2026, and Decree 9/2026, of April 21, which regulates the integration into the bodies and scales created by Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja. The positions correspond to the 2023-2025 Public Employment Offer of the General Administration.

Eleven appointments and their destinations

The annex of the resolution details the destination assigned to each person, all with the position of Nurse, level 21 and subgroup A2:

• Ana Benito Marín (order number 1): I.E.S. «La Laboral» in Lardero, specific supplement of 7,751.40 euros.
• Saray Martínez Domingo (2): «Santa Lucía» Center for People with Psychological Disabilities in Fuenmayor, 9,799.92 euros, rotating shifts.
• María Balado Rico (3): General Directorate of Innovation and Educational Planning, Logroño, 7,751.40 euros.
• Elisa Martínez Hervías (4): «Santa Lucía» center in Fuenmayor, 9,799.92 euros.
• María Jesús Delgado González (5): «Santa Lucía» center in Fuenmayor, 9,799.92 euros.
• Beatriz Sáenz Moreno (6): «Marqués de Vallejo» Special Education Center, Logroño, afternoon shift, 7,751.40 euros.
• María del Rosario Espinosa de Diego (7): «Santa Lucía» center in Fuenmayor, 9,799.92 euros.
• Carmen Liaño Alegre (8): «Espíritu Santo» Residence for the Elderly in Calahorra, 9,799.92 euros.
• Sheila Pajares Sáenz (9): «Espíritu Santo» residence in Calahorra, 9,799.92 euros.
• Sofía Diez Ortiz (10): «Espíritu Santo» residence in Calahorra, 9,799.92 euros.
• Catalina Calzada Simón (11): «Espíritu Santo» residence in Calahorra, 9,799.92 euros.

The four positions in Calahorra and the four in Fuenmayor are covered in rotating shifts 24 hours a day, according to the initials key in the annex.

Process notes and nature of the destination

The person with the highest final score was Ana Benito Marín, with 87.60 points, followed by Saray Martínez Domingo (86.16) and María Balado Rico (85.88); the last person on the list, Catalina Calzada Simón, obtained 78.57. The assigned destination is definitive in nature and is equivalent, for all purposes, to that obtained by competition, pursuant to Article 1.2 of Decree 78/1991, of November 28.

Deadlines for taking office and means of appeal

The taking of office must be carried out before the General Technical Secretariat of the corresponding department within one month starting from the day following the publication of the resolution in the Official Gazette of La Rioja. The text is signed in Logroño, on September 16, 2026, by the counselor Alfonso Domínguez Simón.

The resolution ends the administrative process. An optional appeal for reversal may be filed against it before the Department of Finance, Public Governance, Digital Society and Government Spokesperson within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months, both counted from the day following publication.

The appointment closes a process opened more than a year ago and reinforces nursing staff in educational centers, elderly residences, and resources for people with disabilities in four Riojan towns, with eleven positions moving from vacant to filled by career civil servants.
