Omar Álvarez, adjudicatario del puesto de Oficial Técnico del SEPEIS de León

The Provincial Council of León has definitively awarded the position of Technical Officer of the Fire Prevention, Extinction, and Rescue Service (SEPEIS) to Omar Álvarez Martínez, with a total score of 17.4968 points, and has definitively excluded Raúl Martín Thomas for failing to prove the subgroup required in the call for applications. The decision was adopted by the delegated deputy for Human Resources and Area Coordination with the Presidency, Ana María Arias González, through Decree No. 13033, of November 4, 2026, and is published in the Official Gazette of the Province of León No. 211, of November 6, 2026, in the announcement with reference BOP-LE-2026-211004.

A unique vacant position in the provincial staff

The awarded position is number 40500103, titled “Technical Officer,” framed within the Superior Body of SEPEIS, Special Administration Scale, Superior Technical Subscale, classified in Group A, Subgroup A1, and located in the town of León. It is assigned to the Area of Promotion, Assistance, and Investments and was listed as vacant in the provincial institution’s Job Position List (RPT).

The procedure was processed as a specific merit-based competition open to other Public Administrations, and the resolution is issued in accordance with the proposal made by the Evaluation Commission. The signing deputy acts by virtue of the delegation of the Presidency formalized by Decree No. 10355, of September 13, 2023, published in BOP No. 177/2023, of September 15.

Award to Omar Álvarez and exclusion of Raúl Martín

The resolution contains two rulings on the result of the competition:

  • Definitive award of position 40500103 to Omar Álvarez Martínez, with 17.4968 points.
  • Definitive exclusion of Raúl Martín Thomas, for not meeting the participation requirements demanded in the Third Base and in Annex-A of the call for applications.

The reason for the exclusion is that the applicant holds the status of a civil servant in subgroup C1, while the advertised position is classified in subgroup A1. The announcement is framed within the Human Resources and selection processes area of the provincial gazette, and the associated administrative file is 1808658A.

Cessation, taking office, and nature of the destination

The resolution sets a strict calendar for joining the position:

  • The assigned destination is voluntary in nature and does not generate a right to compensation under any concept, except for the exceptions of the compensation regime for reasons of service.
  • The cessation from the original position will be carried out ex officio within three business days following the publication of the resolution in the BOP.
  • The assumption of office must take place within three business days following the cessation if it does not involve a change of residence, or within a period of one month if it entails a change of residence or reentry into active service.
  • In the case of vacations, permits, or leaves, the count will begin when these end; if the person is on temporary disability leave, the period starts with the medical discharge.
  • The possession period is considered active service for all purposes, except in cases of reentry into active service.

Publication with notification effects and means of appeal

Publication in the BOP of León replaces the notification and produces its legal effects, and is completed by dissemination on the Provincial Council’s website and on the electronic notice board of the headquarters. Against the resolution, which ends the administrative route and is dated in León on November 5, 2026, the following are applicable:

  • Optional appeal for reversal before the same body that issued it, within a period of one month.
  • Contentious-administrative appeal before the Contentious-Administrative Court of León, within a period of two months.
  • In both cases, the period is counted from the day following the publication in the bulletin, in accordance with the Sixteenth Base and articles 123 and 124 of the LPACAP.

The filling of the position reinforces the command structure of the Superior Corps of SEPEIS, the provincial service that handles the prevention and extinction of fires in the province of León, and clears a process that had remained conditioned by the verification of the applicants’ requirements. The exclusion of the candidate from subgroup C1 confirms that the position is reserved for personnel from subgroup A1, while the new holder must assume office within fixed terms in business days from the publication of the resolution in the provincial bulletin.
