Olvera opens for public consultation the study to grant the municipal gym
Por FactBox Admin

The Olvera City Council has opened for public review the economic-financial feasibility study that must support the future concession of the management, operation, and maintenance service of the Municipal Gym located in the town’s Sports Pavilion. The file is on display for one month starting from the day following the publication of the announcement, which appears in the Official Gazette of the Province of Cádiz (BOP) No. 209, dated October 29, 2026, with reference number 357.447. The decision to submit the study for public exhibition was adopted by Mayoral Resolution on October 13, 2026.
One month to examine the file and submit allegations
The announcement sets an exhibition period of one month, computed from the day following its insertion in the provincial gazette, in accordance with the provisions of Article 247.3 of Law 9/2017, of November 8, on Public Sector Contracts. With this timeframe, the period begins on October 30, 2026.
During this time, any interested party may consult the documentation and formulate the allegations they deem appropriate. The council provides two means of access:
- In-person examination at the municipal offices of Olvera.
- Electronic consultation through the City Council’s electronic headquarters, olvera.sedelectronica.es.
The announcement is signed on October 14, 2026, by the mayor, Remedios Palma Zambrana, and is part of the block of provisions from the Olvera City Council published in the same issue of the provincial gazette.
A study drafted by the Provincial Council
The document submitted for consultation was not prepared by the municipal technical services, but by the Local Entity Assistance Service of the Provincial Council of Cádiz. This technical assistance is common in the province’s smaller municipalities, which turn to the supra-municipal corporation for the drafting of economic-financial studies and the specifications that accompany concession contracts.
The object of the analysis is the concession of the comprehensive gym service: not only the opening and use of the facilities, but also their commercial exploitation and maintenance at the expense of the future awardee. The study must prove the economic viability of this formula before the City Council can tender the contract.
The preliminary step to the service tender
The public exhibition of the feasibility study is a mandatory procedure and a prerequisite for the call for the award procedure of a service concession. Without this consultation period, the tender cannot be processed, so the announcement of October 29, 2026, constitutes the first formal milestone of the file.
The administrative calendar is thus conditioned by the result of the public information process:
- Closing of the objections period one month after October 30, 2026.
- Assessment of the submitted objections and, if applicable, modification of the study.
- Approval of the procurement file and call for tenders.
- Awarding of the concession and assumption of management by the selected company or entity.
None of these subsequent steps have dates fixed yet in the published announcement.
The relevance of the procedure is twofold for the residents of Olvera. On one hand, it determines the future management model of a municipal sports facility and, with it, the access conditions and the rates that the concessionaire will apply. On the other, the public information period opens the door for associations, sports clubs, gym users, and any citizen to raise objections or proposals before the contract is finalized. The citizen consultation within the deadline is, in practice, the only opportunity to influence the design of the service before the tender.
