Olvera encomienda a la Mancomunidad ocho obras de inundaciones por 4 millones

The Olvera City Council has entrusted the Mancomunidad de Municipios de la Sierra de Cádiz with the tendering, contracting, and execution of eight repair works for damages caused by flooding, with a total budget of 4,034,113.37 euros. The cooperation and management entrustment agreement, signed on October 5, 2026, and approved by the municipal Plenary in an extraordinary session on July 17, is published in full in the Official Gazette of the Province of Cádiz no. 202, dated October 20, 2026, under reference No. 339,114.

The actions are financed through budget allocation 22.02942A.767.06, “Urgent measures for the repair of damages caused by flooding, Royal Decree-Law 5/2026, of February 17.” The Secretary of State for Territorial Policy of the Ministry of Territorial Policy and Democratic Memory granted the Council, by resolution of June 2, 2026, an advance of 100 percent of the maximum aid amount to which it could be entitled. The regime for these subsidies is established by the Resolution of March 31, 2026, and the Resolution of March 20, 2026 determines the affected municipalities and areas included in its annex V.

The chosen legal instrument is a management entrustment under article 11 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. The City Council retains ownership of the competencies, and the Mancomunidad assumes all powers inherent to the works contract in accordance with Law 9/2017, of November 8, on Public Sector Contracts: preparatory actions, tendering, execution, compliance and, where applicable, modification and termination.

Eight actions between Olvera and Alcalá del Valle

The economic breakdown of the agreement is as follows:

  • Olvera North WWTP: 149,062.32 euros.
  • North WWTP Collector: 149,062.32 euros.
  • Olvera South WWTP: 186,327.90 euros.
  • Forcing main from the Alcalá borehole to Olvera: 149,062.32 euros.
  • Líjar-Olvera borehole supply pipeline: 931,639.50 euros.
  • Electrical manhole of the Olvera borehole in Alcalá del Valle: 139,745.93 euros.
  • Olvera MSW collection service: 11,663.58 euros.
  • Supply pipeline from the Alcalá borehole to Olvera: 2,317,549.50 euros.

The majority of the budget is concentrated on the supply pipeline from the Alcalá borehole to Olvera, which, at 2,317,549.50 euros, absorbs more than half of the total. The works affect sanitation and supply infrastructures located within the municipal boundaries of Olvera and Alcalá del Valle, meaning the works will benefit the residents of both towns.

State advance and independent tendering

The Olvera City Council will transfer the advance amount to the Mancomunidad within fifteen days of receiving the funds and will allocate in its budget, as a capital transfer, the initially planned amount of 4,034,113.37 euros. The Mancomunidad assumes all rights and obligations as the beneficiary of the advance.

The agreement requires that each of the works be tendered independently and justified separately. The regional entity will contract the drafting of the project, the technical management, the coordination of the health and safety plan, the material execution, and the payment of the certifications.

Three assignments published on the same day

The Official Gazette of the Province of Cádiz publishes in issue number 202 three different agreements between both administrations, all under the umbrella of Royal Decree-Law 5/2026:

  • No. 339.114: eight sanitation and water supply works, for 4,034,113.37 euros.
  • No. 339.095: Villamartín Composting Plant, for 51,307.39 euros.
  • No. 339.539: Central building of Aguas Sierra de Cádiz in Villamartín, for 65,540.82 euros.

Together, the three assignments total 4,150,961.58 euros of investment financed with state emergency funds.

Monitoring, validity, and signatories

The agreement creates a monitoring commission of four members, two appointed by the City Council and two by the Presidency of the Mancomunidad, with functions of supervising expenditure vouchers and resolving discrepancies. Its validity is one year from its effectiveness, extendable for an equal period by mutual agreement.

The Mancomunidad must notify the City Council of the start of works affecting its municipal district, so that it can carry out inspection and control tasks. The text is signed by Ana Isabel Medina Curquejo, president of the Mancomunidad de Municipios de la Sierra de Cádiz, and Remedios Palma Zambrana, mayor of Olvera, with the public certification of secretaries Isabel Gómez García and María Jaime Ariza.

The assignment unlocks the contracting of a large-scale public works package in the Cádiz mountains and transfers to the Mancomunidad the responsibility of processing the files on time, a condition linked to the state aid. For the residents of Olvera and Alcalá del Valle, the bidding calendar marks the effective repair of treatment plants, collectors, and water pipes damaged by the floods.
