Olvera opens the progress of its urban planning to public information

The Olvera City Council has opened for public review the Advance of the Basic Municipal Planning Plan and the Strategic Initial Document, the instrument that will define the urban future of the municipality. The announcement, reference no. 311.663, is published in the Official Gazette of the Province of Cádiz number 190, dated October 1, 2026, and opens a two-month period for interested parties to submit suggestions and alternatives.

The agreement was adopted by the Plenary of the Olvera City Council in an extraordinary and urgent session held on January 29, 2026, by absolute majority and under item 10 of the agenda. In it, the advance document was approved, which describes and justifies the objective, the scope of action, and the main territorial, environmental, and sectoral impacts, as well as the general criteria and solutions and the technically and environmentally viable reasonable alternatives according to which the drafting of the Plan must be completed. Along with the advance, the Strategic Initial Document and the Health Impact Assessment Document (DVIS) were approved.

The file is subject to public review for two months starting from the day following the publication of the announcement in the Official Gazette of the Province of Cádiz, which occurs in number 190, corresponding to October 1, 2026, within the Local Administration section.

Deadline, consultation, and submission of allegations

• Dissemination: the announcement is inserted in the Official Gazette of the Province of Cádiz and in one of the highest circulation newspapers in the province of Cádiz, and is available to the public on the Notice Board and on the Transparency Portal of the Electronic Office of the Olvera City Council.

Legal framework and background

The processing is supported by Article 77 of Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia, and Article 100 of Decree 550/2022, of November 29, which approves its General Regulation. Both regulations require a public consultation prior to the preparation of urban planning instruments.

According to the announcement, the publication of the preliminary draft implies that the obligation for prior public consultation has been fulfilled, without prejudice to the prior consultation period already open by virtue of the Mayoral Decree of October 31, 2025. The announcement was signed on September 17, 2026, by the mayor, Remedios Palma Zambrana.

The Preliminary Draft of the Basic Municipal Planning Plan is the first document that organizes the urban planning decisions of Olvera and establishes the alternatives upon which the final Plan will be drafted; therefore, the open period conditions the land, uses, and infrastructure of the municipality for the coming years. Residents have two months to influence this design before the file continues its processing.
