Olot puts the press kiosk of Plaça Clarà out to tender

The Olot City Council has called for tenders, through an open procedure, for the public domain concession for the private use of the public domain space of Plaça Clarà intended for a press kiosk. The announcement is published in the Official Gazette of the Province of Girona (no. 162, edict 7407, of August 24, 2026), with official reference BOP-2026_0_162_7407 and file number CCS12026000060.

The call is governed by the Specific Administrative Clauses Document and the Technical Specifications Document, and is addressed to natural or legal persons, Spanish or foreign, with full capacity to act and who do not incur any cause of prohibition to contract as provided for in Article 71 of Law 9/2017, of November 8, on public sector contracts.

Object and duration of the concession

The object of the contract is the public domain concession for the operation and use of the press kiosk located at Plaça Clarà, the location of which appears on the detailed plan of Annex A of the technical specifications document. The concession is established for an initial term of two years, extendable year by year for up to two more annual periods, with a maximum total of four years; the extension must be express and agreed upon between the parties.

The CPV coding of the contract includes:

22110000-4 — Printed books.
22200000-2 — Newspapers, specialized magazines, periodical publications and journals.
22300000-3 — Postcards, greeting cards and other printed material.
22800000-8 — Register books, accounting books, classifiers, forms and other stationery items.

Canon and economic conditions

The initial minimum canon of the concession is fixed at 500.00 euros per year, an amount that bidders may improve upwards in their offers and which will be definitively fixed by the offer of the successful bidder. The canon will be reviewed annually with an increase of 2%, is not subject to VAT, and its payment will be spread over twelve months, charged within the first five days of each month.

The expenses inherent to the operation shall be borne by the concessionaire:

The conservation of the equipment and the maintenance in perfect working order, as well as the cleaning and hygiene of the kiosk.
The supply of electrical energy and any other necessary.
The removal of waste.
All other municipal taxes, as the canon only replaces the fee for occupation of the public road.

The estimated value of the contract (VEC), calculated on the minimum canon and the maximum planned duration, is 2,000.00 euros, excluding VAT.

Award criteria and submission of offers

The award will be made on the basis of the best value for money, with a maximum of 100 points. The value judgment criteria (up to 50 points) assess the service description (20), the kiosk’s opening hours (15), the staffing (10), and improvement proposals (5); the automatic criteria (up to 50 points) assess the economic offer (40) and the bidding company’s experience (10).

The deadline for submitting proposals is thirty business days starting from the day after the publication of the announcement in the bulletin. Offers must be submitted electronically using the Sobre Digital tool, and the documentation can be consulted on the Contractor Profile of the Olot City Council. The opening of proposals will be carried out by the City Council’s permanent Contracting Board, and the minutes will be published on the Contractor Profile.

The tender, signed by Estanis Vayreda Puigvert on August 14, 2026, opens an opportunity for local merchants and entrepreneurs interested in operating an emblematic space in the center of Olot, at a time when the reactivation of local commerce and the revitalization of Plaça Clarà are municipal objectives.
