Olivares approves guidelines for the temporary hiring of unemployed persons at risk of social exclusion
Por FactBox Admin

The Olivares City Council has approved the regulatory bases for the call for temporary employment contracts under the 2026 Program for the Prevention of Social Exclusion through Temporary Employment. The agreement was adopted by the Local Government Board in the session of October 2, 2026, and the full text is published in the Official Gazette of the Province of Seville (Boletín Oficial de la Provincia de Sevilla) No. 195, dated October 7, 2026 (official reference BOP-SE-2026-195015). The local entity manages a grant of 97,528.22 euros intended for unemployed persons in the municipality who are in a situation of social exclusion or at risk of it.
Origin and financing of the program
The program is part of the Provincial Social Cohesion and Equality Plan 2024-2027 of the Provincial Council of Seville. The regulatory bases were approved by the Plenary of the Provincial Council in the session of January 29, 2026, and published in the BOP No. 41, dated March 2, 2026, while the program call was approved in the plenary session of June 25, 2026, with an extract published in the BOP No. 129, dated July 7.
The distribution of funds among the local entities of the province is carried out in direct proportion to the number of Unemployed Job Seekers (DENOS) in each municipality, according to data from the Andalusian Employment Service, with a minimum of 7,500.00 euros. Olivares is entitled to 97,528.22 euros, an amount set in Annex I of the call and confirmed by Resolution No. 5829/2026, of August 20, of the Provincial Council of Seville, which approves the final granting of the aid.
The municipal application for the subsidy was approved by Mayoral Resolution No. 1136/2026, of July 14, 2026, sent to the Provincial Council on July 15 with outgoing registration No. 2310.
Requirements and evaluation scale
Eligible recipients may be persons who live alone or are part of a family unit in social exclusion or at risk of it, with priority given to those who have not been beneficiaries in the three years prior to 2026. The requirements are:
- To be registered (empadronadas) in the municipality as of January 1 of the year of the call.
- To prove unemployment status.
- Not to exceed the income thresholds set based on the IPREM: 1.5 times for single-member units; 1.8 for two; 2.1 for three; 2.4 for four; 2.7 for five; and an additional 0.30 times for each additional member from the sixth onwards.
The Plenary of the Provincial Council on July 30, 2026, updated the applicable IPREM value to 20.00 euros daily, 600.00 euros monthly, and 7,200.00 euros annually. Computable income is the average of the 12 months prior to the start of the application period.
A Technical Commission composed of personnel from the Social Services and Equality Area will evaluate the applications based on criteria such as the applicant living alone, having a recognized disability, having a current court ruling as a victim of gender-based violence, being long-term unemployed, having minors or dependents in their care, holding a large family status, or having members enrolled in post-compulsory studies.
Deadlines, documentation, and execution
The deadline for submitting applications is 10 business days from the day following the publication of the guidelines in the BOP. Interested parties may collect information at Social Services, from 9 a.m. to 2 p.m., and submit the application at the General Registry of the City Council or via the Electronic Office, accompanied by the required documentation:
- ID (DNI) of the applicant and a collective census certificate (volante de empadronamiento).
- Job seeker’s card and family book, where applicable.
- Employment history report and proof of income for the previous 12 months for all members over 18 years of age.
- Pay slips, comprehensive certificate of Social Security benefits, and SEPE benefit certificate.
- Divorce decree, disability certificate, or gender-based violence victim certificate, when applicable.
Following the provisional resolution, published on the electronic notice board, a period of 3 business days is open for appeals. Hiring will take place until the credit is exhausted, and contracts must be completed by December 31, 2027, unless extensions to the execution period are agreed upon by the Provincial Council (Diputación). Call-ups will be carried out by the Social Services department according to operational needs, and hiring may not be used to cover sick leave, vacancies, or structural roles of the City Council.
The approval of these guidelines opens the way for families in Olivares with the greatest socioeconomic difficulties to access temporary employment and income during the next fiscal year. The program aims to provide resources to households with severe socioeconomic problems, improve the situation of people in exclusion, strengthen the labor incorporation of women at risk—preferably victims of gender-based violence—, hire young people with social difficulties, and execute small works of social interest in the municipality.
