Oleiros submits a battery plant in Alfaroleiros for public consultation

The Territorial Department of A Coruña of the Ministry of Economy and Industry submits for public information the request for the granting of the prior administrative and construction authorizations for an electrical energy storage facility using batteries and its evacuation infrastructure in the municipality of Oleiros. The agreement, dated September 14, 2026, is published in the Official Gazette of Galicia (DOG) number 189, dated October 5, 2026, on page 51499, with the official reference CVE-DOG: 4kaaihi5-yq15-tj95-9ji0-4nmrz52oqoz0.

The facility and the promoter

The project is processed under file PB 9/2025 and the applicant and promoter is Taiga Mistral Bess, S.L. The name of the facility is Bess Alfaroleiros and its municipal district is Oleiros.

On the same date and in the same issue of the DOG, a twin agreement is published, that of file PB 8/2025, promoted by the same company and named Bess Betanzos, also in the municipality of Oleiros (page 51501). Both procedures correspond to the same type of installation and share the same promoter.

Where to consult the project

The documentation is available to interested parties at the offices of the Energy Section of the Territorial Department of the Ministry of Economy and Industry of A Coruña, at Vicente Ferrer street, no. 2-2nd floor, 15071 A Coruña, from 9:00 AM to 2:00 PM, Monday to Friday. It can also be consulted on the municipal notice board and on the Ministry’s Transparency and Open Government Portal.

Deadline for allegations and legal framework

The agreement is made public for general knowledge and the examination of the technical documentation and, if applicable, the submission of any allegations or observations deemed appropriate. The deadline is thirty (30) days starting from the day following the last publication of this agreement.

The processing is based on the following regulations:

• Law 39/2015, of October 1, on the common administrative procedure of public administrations.
• Law 40/2015, of October 1, on the legal regime of the public sector.
• Law 24/2013, of December 26, on the electricity sector.
• Royal Decree 1955/2000, of December 1, regulating the activities of transport, distribution, marketing, supply, and authorization procedures for electrical energy installations.
• Law 9/2021, of February 25, on administrative simplification and support for the economic reactivation of Galicia.
• Resolution of February 19, 2014, approving the administrative construction authorization procedure.

The agreement is signed by the territorial director of A Coruña, Isidoro Martínez Arca.

For the residents of Oleiros, the announcement opens a thirty-day window to learn about the scope of the project and submit allegations regarding the installation of batteries and their evacuation infrastructure. The simultaneous processing of files PB 8/2025 and PB 9/2025, both promoted by Taiga Mistral Bess, S.L., places the municipality on the map of energy storage development in Galicia.
