Oleiros presents the 2027 budget to the public for submissions
Por FactBox Admin

The plenary of the Oleiros City Council initially approved the general municipal budget for the 2027 financial year in the ordinary session held on October 29, 2026. The agreement, which extends to the execution bases, the personnel framework, and the remaining annexed documents, is published in the Official Gazette of the Province of A Coruña (BOP) no. 211 of November 4, 2026, under the official reference 2026/7114. A period of fifteen business days to submit claims begins the day following the publication of the edict.
The procedure responds to the mandate of article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law regulating local treasuries, and its concordant provisions. The announcement is inserted in the Local Administration section, municipal scope, and is signed by the Economic Area of the council.
The text bears the signature of the first deputy mayor delegated for Economy and Finance, Mª José Varela Neira, in Oleiros, on October 30, 2026. The edict is a public exhibition announcement: it does not include the global amount of the budget nor its breakdown by chapters, data which are referred to the documentation deposited in the municipal electronic office.
Fifteen business days to appeal
The publication in the BOP has a direct effect on the administrative calendar: the public exhibition period begins to count from the day following the insertion of the edict in the provincial gazette. This places the start of the count on November 5, 2026, although the period is calculated in business days, therefore excluding Saturdays, Sundays, and holidays.
The complete documentation is accessible in the council’s electronic office, in the Official Publications section, Notice Board, Municipal Announcements, via the link enabled in the announcement itself. Any interested person may consult it during that period.
Claims submitted must be addressed to the mayor of the corporation. No other additional formal requirement for their submission is fixed in the edict.
What the approved file covers
The initial approval is not limited to the accounting document of the year, but incorporates the entire budgetary file:
- The general budget of the Oleiros City Council for the 2027 financial year.
- The budget execution bases.
- The personnel framework.
- The rest of the annexed documents accompanying the file.
This set is what remains open to the public and what may be subject to claim during the enabled period.
Definitive approval if there are no claims
The edict also establishes the consequences of administrative silence in this procedure. If the fifteen business days pass without any claim being submitted, the budget will be definitively approved, without the need for a new pronouncement by the plenary.
In this case, the city council will arrange for the publication of the summary by chapters under the terms provided for in article 169.3 of Legislative Royal Decree 2/2004. Furthermore, it will send a copy of the budget to the General State Administration and the Xunta de Galicia, as expressly stated in the official announcement.
The sequence therefore outlines three linked milestones: initial approval in the plenary session, public exhibition with the possibility of filing claims and, in the absence thereof, final approval with the publication of the summary by chapters and submission to the superior administrations.
The interest of the announcement for the residents of Oleiros is twofold. On one hand, it opens the only formal window to discuss the accounts for the next financial year before they are finalized. On the other, it establishes the framework within which municipal spending and income policies, the personnel structure, and the budget execution rules will operate during 2027. Anyone wishing to review the accounts or present objections has fifteen business days starting from November 5, with the BOP no. 211 as the starting point for the count.
