Oleiros approves IBI tax rebates of up to 50% for large families

The Oleiros City Council has finalized the modification of tax ordinances numbers 10, 11, and 23, which introduce bonuses for the Property Tax (IBI) of up to 50% for large families and up to 95% for job creation. The final approval was published in the Official Gazette of the Province of A Coruña number 160, on August 24, 2026, via announcement 2026/5521.

The City Council Plenary, in an ordinary session on June 25, 2026, initially approved the modification of the three ordinances. The public exhibition announcement appeared in BOP number 124 on July 3, 2026, in the newspaper La Opinión on July 2, and on the municipal notice board on July 6. During the exhibition period, which ran from July 7 to August 17, 2026, no claims were filed, therefore the agreements were understood to be automatically elevated to final, in accordance with Article 17 of the Recast Text of the Law regulating local treasuries.

IBI bonuses for large families

The modification of Tax Ordinance number 10, regulating the IBI, establishes a bonus of between 10% and 50% of the gross quota for holders of a large family status, depending on the number of children listed in the official title:

• 10% for titles with up to 3 children.
• 20% for titles with 4 or 5 children.
• 30% for titles with 6 or 7 children.
• 40% for titles with 8 or 9 children.
• 50% for titles with 10 or more children.

The bonus is granted upon request by the interested party, exclusively for their primary residence, and provided that the sum of the income of the persons appearing in the title does not exceed the result of multiplying the minimum interprofessional wage by the number of members. First-time applications must be submitted before January 1, the tax accrual date.

Bonuses for job creation

The three ordinances incorporate bonuses for the promotion of employment for activities declared of special municipal interest or utility, applicable to vacant plots in areas such as SUNP I-33-R Industrial de Iñás, SUNP A-32 and 2-A Xesta, POL-13 Bastiagueiro, or SUND D 15 R in Romardeiro. The brackets are as follows:

• 50% for the creation of up to 7 jobs.
• 60% for 8 to 10 jobs.
• 75% for 11 to 13 jobs.
• 80% for 14 to 16 jobs.
• 85% for 17 to 19 jobs.
• 90% for 20 jobs.
• 95% for more than 20 jobs.

The bonus applies to the property where the staff is increased with initial indefinite contracts, for a maximum period of three tax periods. Hiring resulting from mergers, acquisitions, transfers, or personnel movements within the company or group is not considered job creation.

Other bonuses and scope

Tax Ordinance number 11, regarding the Tax on Constructions, Installations and Works, adds a 60% bonus for works that favor the access and habitability of people with disabilities, 50% for official protection housing, and up to 95% for the promotion of employment. For its part, Tax Ordinance number 23, regarding the Tax on Economic Activities, provides for bonuses of 50% or 25% for the increase of staff with indefinite contracts, in addition to the brackets of up to 95% for the promotion of employment.

The new bonuses for the promotion of employment may be requested for activities initiated during the five years following the entry into force of the modification, approved by the Plenary on June 25, 2026. The agreement exhausts the administrative route, and a contentious-administrative appeal may be filed against it before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months. The announcement is signed by the mayor-president, Ángel García Seoane, dated August 18, 2026.

The measure affects thousands of taxpayers in Oleiros, by combining tax relief for large families with the incentive for the implementation of new economic activities and the creation of stable employment in the municipality, in a commitment to retain population and energize the local productive fabric.
