The project to renew the Oiongo goi-tentsioko line is open for public consultation for twenty days

The Territorial Delegate for Industry, Energy Transition and Sustainability of Álava of the Basque Government has placed for public information the project «Renovación de Línea Aérea A 66 kV S.C. Logroño-Calahorra en los puntos n.º 36 y n.º 37» in Oion (Álava). The decision was published in issue number 180 of the Official Gazette of the Basque Country, on September 21, 2026, with official reference 2026/3961. The project has a budget of 94,438.96 euros and entails the expropriation of lands owned by private individuals.

The announcement was published in the «ANUNCIOS – Otros anuncios oficiales» section of issue number 180 of the Official Gazette of the Basque Country. The process is being managed by the Territorial Delegation of Álava, and along with the public exhibition of the project, a detailed list of the assets and rights to be expropriated has also been published, to allow owners and other interested parties to become acquainted with the project and submit allegations.

Project and promoter

The promoter is I-De Redes Eléctricas Inteligentes, S.A.U. The requested authorization is threefold: prior administrative authorization, administrative authorization, and declaration of public utility. The file reference is 01ATY 202500058. The three authorizations are processed simultaneously, and the declaration of public utility constitutes, precisely, the legal basis for the expropriation.

According to the announcement, the objective of the project is to improve the quality of the electrical supply in the area. The route of the line is within the municipality of Oion, and the intervention focuses on supports 36 and 37 of the 66 kV overhead line.

Public information and deadlines

The announcement was signed on September 7, 2026, by the Territorial Delegate of Álava, Javier Aizpuru Ochoa de Eribé. Interested parties have a period of twenty days, starting from the day following the publication of the announcement, to submit allegations. The announcement specifically mentions the landowners and other holders affected by the project, as they are the ones with a direct interest in this procedure.

The project and the detailed list of assets and rights to be expropriated can be examined at the following locations:

• Territorial Delegation of Álava, Vitoria-Gasteiz, Samaniego street 2.
• The corresponding town hall.
• The Basque Government website, www.euskadi.eus, in the Public Information of Projects section within the Energy and Mines department.

Allegations must be submitted in duplicate at the aforementioned centers.

Expropriated assets

The annex attached to the announcement contains the detailed and individual list of assets and rights to be expropriated. There are two estates, both located in polygon 3 of the municipality of Oion and with the same owner:

• 1st estate: plot 1045, nature «solar plot», owned by M.ª Luisa Martínez Ruiz, support 36, occupation of 2.56 m².
• 2nd estate: plot 898, nature «first irrigated crop», owned by M.ª Luisa Martínez Ruiz, support 37, occupation of 16.81 m².

Regulatory framework

The proceedings are based on the following regulations:

• Decree 48/2020, of March 31, Article 10.
• Royal Decree 1955/2000, of December 1, Article 144.
• Regulation of the Forced Expropriation Law of April 26, 1957, Article 17.
• Law 24/2013, of December 26, on the Electricity Sector, Article 55.

These regulations specify that electrical projects must undergo a public information process before obtaining a declaration of public utility.

The processing of the project has a direct impact on the landowners of Oion, and there is a twenty-day period for citizens and owners to examine the project and submit allegations. Obtaining the declaration of public utility opens the way for expropriation, according to the current electricity sector regulations, which would affect the rights of the landowners.
