Oiardo tenders the sale of 16 timber lots in Altube and Basaude

The Administrative Board of Oiardo has put out to tender, through an open procedure and with price as the sole award criterion, the disposal of 16 timber harvesting areas in the public utility forests number 93 “Comunidad de Altube” and number 94 “Comunidad de Basaude”. The announcement, processed under file number 188/25, is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 107, corresponding to Friday, September 18, 2026, and establishes a base tender budget of 112,350.00 euros, excluding VAT.

The contract is considered a private contract in accordance with article 4.1.p) of the Recast Text of the Public Sector Contracts Law. The place of execution is the municipality of Urkabustaiz and the execution period extends until October 31, 2027. The processing is ordinary and variants are not permitted. The announcement was signed in Oiardo on September 4, 2026, by the president of the local entity, Asier Orbezua Laconcha.

A single lot with two harvesting modalities

The disposal is proposed as a single lot, consisting of two distinct parts:

• One part at risk and venture (lump sum), corresponding to the harvesting of Jaundia and Camino de Oiardo.
• One part based on results (unit price), formed by the remaining areas included in the technical-faculty specifications, classified according to their cutting type as first clear, second clear, third clear, and selective clear.

The technical-faculty specifications are an integral part of the file and have a contractual nature. Offers must include all valuation factors and expenses corresponding to the successful bidder according to the contractual documents and current legislation, as well as taxes of any kind, including Value Added Tax.

Unit prices and contract valuation

The type of tender combines a global upward price for the risk and venture part, based on a valuation of 42,640.00 euros, and four unit prices per stere for the results-based part:

• First clear: 6 euros/stere, with an estimated volume of 1,435 stereos and an amount of 8,610 euros.
• Second clear: 12 euros/stere, with 1,549 stereos and 18,588 euros.
• Third clear: 20 euros/stere, with 1,539 stereos and 30,780 euros.
• Selective clear: 28 euros/stere, with 419 stereos and 11,732 euros.
• Risk and venture: 533 cubic meters and a quarter, valued at 42,640 euros.

The total estimated volume amounts to 4,942 stereos plus 533 cubic meters and a quarter, for a combined amount of 112,350 euros. The estimated value of the contract coincides with this figure, taxes excluded, with 12 percent VAT on the total harvesting.

Deadlines, guarantees, and submission of offers

Documentation and information may be obtained at the headquarters of the Administrative Board of Oiardo, at Las Escuelas s/n street, postal code 01449, Oiardo, until the final day for the submission of proposals. No specific requirements are demanded from the contractor.

Proposals shall be submitted to the Administrative Board itself within 15 calendar days following the publication of the announcement in the BOTHA and on the public procurement platform of Euskadi; if the final day falls on a Saturday, Sunday, or holiday, it shall be moved to the next business day. The required documentation is that provided for in clause 12 of the economic-administrative specifications.

The opening of envelope B will be held in a public act in the Council Chamber of Oiardo, at 2:00 PM, on the third business day following the end of the submission period, applying the same transfer criterion if the date falls on a non-business day. A definitive guarantee of 5 percent of the award amount, excluding VAT, is required, and the successful bidder must pay the bond for the use of public forest roads as detailed in the specifications.

The operation mobilizes nearly five thousand steres of wood in two public utility forests in Urkabustaiz and opens a contract of more than 112,000 euros for forestry sector companies with execution until the end of 2027, in an area where timber harvesting is one of the traditional economic resources of the Alavese rural environment.
