Occupation of livestock roads for irrigation piping in Lupión and Torreblascopedro

The Territorial Delegation of Sustainability and Environment in Jaén, under the Ministry of Sustainability and Environment of the Regional Government of Andalusia, has agreed to open a public information period for the authorization of the occupation of land on livestock routes for the installation of an underground irrigation water pipeline. The request, promoted by the “Sector V-I Vegas Medias del Guadalquivir” Irrigation Community, affects the municipal districts of Lupión and Torreblascopedro (Jaén) and is published in the Official Gazette of the Province of Jaén, number 172, dated September 4, 2026, pages 13310 and 13311, with reference 2026/3945 and file VP-340/25.

The agreement, signed on August 13, 2026, by the territorial delegate Ana Belén Mata Soria, is part of the administrative procedure for the occupation of livestock routes regulated by the Livestock Routes Regulations of the Autonomous Community of Andalusia, approved by Decree 155/1998, of July 21 (BOJA no. 87, of August 4). Additionally, Article 83 of Law 39/2015, of October 1, on Common Administrative Procedure, and Article 13.1 e) of Law 1/2014, of June 24, on Public Transparency in Andalusia, are applicable.

Purpose of the occupation

The action consists of the occupation of 221.0 m² of surface area across three livestock routes included in the Classification Project of Livestock Routes for the municipal districts of Lupión and Torreblascopedro:

• Colada Camino de Entredicho
• Cañada Real de Córdoba
• Vereda Camino de Jaén

The purpose of the occupation is the installation of an underground pipeline intended for the transport of irrigation water, an infrastructure that will serve the irrigable area managed by the requesting irrigation community.

Deadline and method for allegations

The agreement orders the publication of the announcement for general knowledge and opens a period of one month from the date of publication for those who consider themselves interested parties to submit allegations and present the documents and justifications they deem pertinent. The allegations, addressed to the territorial delegate, must be submitted in writing:

• at any registry of the public administrations,
• at the General Electronic Registry of the Regional Government of Andalusia,
• at any registry of the Ministry of Sustainability and Environment,
• or at any other administrative registry, in accordance with Article 16.4 of Law 39/2015.

Consultation of documentation

During the public information period, the case documentation will be available for consultation on the website of the Ministry of Sustainability and Environment and at the headquarters of the Territorial Delegation, located at Doctor Eduardo García-Triviño López, number 15, Jaén, from 9:00 to 14:00 hours on working days from Monday to Friday, by appointment via telephone at 953 368 800 or 953 362 063, due to restrictions on in-person assistance derived from the health alert for the COVID-19 pandemic.

The resolution of this case will condition the modernization of irrigation in the Vegas Medias del Guadalquivir region, by allowing irrigation water to be channeled under the layout of the livestock routes without altering their public domain. Citizen participation in the allegations process is key to reconciling agricultural interests with the protection of these livestock and environmental infrastructures.
