Occupation of livestock tracks in Toledo for the Ebisu photovoltaic plant

The General Directorate of Natural Environment and Biodiversity of the Regional Ministry of Sustainable Development of Castilla-La Mancha has approved, by resolution dated August 10, 2026, the temporary occupation of 2,151 m² of livestock route lands in the province of Toledo. The authorization, published in the Official Gazette of Castilla-La Mancha (DOCM) number 165 of August 28, 2026, is granted to Energía Ebisu, SL for the ISF Ebisu photovoltaic installation and its evacuation infrastructure, for a term of 10 years and a fee of €9,679.5.
The resolution, signed by the Director General Susana Jara Sánchez, was processed under file S244-45-1656-2026 (reference 2026/6287) and is framed within Law 3/1995, of March 23, on Livestock Routes, and Law 9/2003, of March 20, on Livestock Routes of Castilla-La Mancha. The file was submitted by the Provincial Delegation of the Regional Ministry of Sustainable Development in Toledo, which issued a favorable report on the occupation, estimating that it does not impede livestock transit or the compatible uses of this public domain.
Livestock routes and affected municipalities
The occupation affects seven livestock routes distributed across four municipalities in the province of Toledo:
- Cañada Real Segoviana (legal width of 75.22 m) and Cordel de Hormigos (37.61 m), in Casarrubios del Monte.
- Vereda de la Calzadilla (20.89 m), in El Viso de San Juan.
- Vereda de Pantoja a Cedillo, Vereda de Torrejón, and Cordel del Camino de Toledo a Madrid (37.61 m), in Illescas.
- Vereda de Palomeque (20.89 m), in Carranque.
Characteristics of the occupation
The authorization includes 4 overhead power line crossings and 3 underground crossings for the photovoltaic plant and its evacuation infrastructure. According to measurements from the Natural Environment Service, the occupation totals a length of 344 meters and a total area of 2,151 m²:
- 236 m and 331 m² in the underground section.
- 108 m and 1,820 m² in the overhead section.
The occupation is granted on a temporary basis, with a maximum validity of 10 years from the approving resolution, and does not constitute an encumbrance on the routes, which retain their status as public domain assets. Upon expiration of the authorization, the beneficiary must restore the routes to their original state within a maximum period of 3 months.
Fees and taxes
In addition to the occupation fee of €9,679.5 for the 10-year period, the entity pays a deposit of €967.95 and the following taxes:
- Fixed file processing fee: €177.58.
- Variable fee: €30.56.
- Fee for announcement in the DOCM: €112.64.
The general specifications were accepted by the applicant on June 22, 2026, together with the proof of payment for the fee and the bond. The announcement opening the period for submissions was published in DOCM number 18 of January 28, 2026, and no objections were filed.
Relevance
The resolution allows progress in the energy evacuation of the ISF Ebisu photovoltaic plant in the region of La Sagra, a key step for the connection of new renewable capacity in the province of Toledo. The authorization guarantees, however, the compatibility of the infrastructure with livestock transit and agricultural communications, and subjects the installation to safety and bird protection conditions in accordance with Royal Decree 1432/2008, preserving the public domain status of the affected livestock routes.
