The Official State Gazette publishes this Monday, October 12, 2026, the Resolution of September 18, 2026, of the Secretary of State for Security, by which eight student police officers who have passed the regulatory selection process are appointed as career civil servants of the National Police, Basic Scale, Police category. The appointment appears in section II, Authorities and Personnel, with the official reference BOE-A-2026-21172. The interested parties acquire the status of civil servants once they formalize the oath or promise and the assumption of office in the position assigned to them.

The regulatory framework of the appointment

The resolution is based on Royal Decree 853/2022, of October 11, which approves the Regulation of Selection Processes and Training of the National Police, whose first transitional provision maintains the previous regulations for calls published before its entry into force. For these processes, Royal Decree 614/1995, of April 21, in its article 11, applies, along with Organic Law 2/1986, of March 13, on Security Forces and Corps, and Organic Law 9/2015, of July 28, on the Personnel Regime of the National Police.

The eight officers come from different calls: that of August 9, 2023 (BOE no. 214, of September 7), that of April 11, 2018 (BOE no. 94, of April 18, 2018), that of May 30, 2019 (BOE no. 133, of June 4, 2019), and that of August 27, 2020 (BOE no. 232, of August 29, 2020). Most were called to the course in execution of a judicial sentence.

The eight new civil servants and their seniority

  • Pedro Arias Barros, from the 2018 call, with recognized seniority from July 1, 2021.
  • Gerardo Ramírez Castro and Ismael García García, from the 2019 call, with seniority from May 9, 2022.
  • Elena Villanueva Sánchez, from the 2019 call, with seniority from September 3, 2022.
  • Antonio Jesús Guardia Silva, from the 2020 call, with seniority from August 7, 2023.
  • Mohamed Mohamanan Tieb, Javier Aznal Martínez, and Jorge García Cabanas, from the 2023 call, with seniority from May 11, 2026.

Ranking and final grades

The ranking is established according to the seniority recognized for each interested party, such that each is integrated among the career civil servants appointed in their original call. The final grades of the process are as follows:

  • Mohamed Mohamanan Tieb: 83.39342002 points.
  • Javier Aznal Martínez: 82.04595029 points.
  • Jorge García Cabanas: 79.54287523 points.
  • Antonio Jesús Guardia Silva: 77.10921421 points.
  • Pedro Arias Barros: 76.42799630 points.
  • Gerardo Ramírez Castro: 75.36934012 points.
  • Elena Villanueva Sánchez: 75.34524148 points.
  • Ismael García García: 70.44504057 points.

Oath, taking of office and appeals

To acquire the status of career civil servant, the interested parties must take the oath or promise provided for in Royal Decree 707/1979, of April 5. The taking of office shall be formalized within the period and according to the prescriptions established by regulation, at the workstation assigned to them in accordance with current regulations.

Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed within one month before the issuing body, or direct challenge before the contentious-administrative jurisdictional order within two months. The text was signed in Madrid on September 18, 2026, by the Director General of Police, Francisco Pardo Piqueras, by delegation of the Secretary of State for Security (Order INT/985/2005, of April 7).

The incorporation of these eight officers closes selection files delayed by judicial resolutions and reconciliation leaves, and increases the Police category of the Basic Scale with already trained personnel. For readers, the announcement confirms that the generational replacement and the filling of vacancies in the National Police continue to be channeled through calls whose seniority and ranking are traced back to the original processes, with direct effects on the professional career of the new civil servants.
