Eight solar plants receive prior authorization in the Ribera

The Official Gazette of Navarra number 171, dated August 31, 2026, publishes Resolutions 153 to 167/2026 from the Director General of Business Promotion and Infrastructure, granting prior administrative authorization to eight solar photovoltaic plants in the Ribera de Navarra. The projects, promoted by Ríos Renovables, S.L.U., are located within the municipal boundaries of Corella, Tudela, Cascante, and Murchante, totaling 36.14 MW of installed capacity.
The authorizations are issued under Law 24/2013, of December 26, on the Electricity Sector and Royal Decree 1955/2000, of December 1, which regulate the authorization procedure for electrical energy installations. All plants have a favorable environmental impact statement and authorization for activities on non-urbanizable land, which are prerequisite requirements for their processing.
The eight authorized plants
The resolutions are grouped into two territorial blocks. Three plants are located in Corella and Tudela, and five in Cascante and Murchante, with their corresponding transformation and evacuation infrastructures:
- Resolution 153/2026 — “El Royo” plant, 4.8 MW (files 5482-CE and SAT11603).
- Resolution 154/2026 — “La Galera” plant, 4.8 MW (file 5483-CE).
- Resolution 155/2026 — “La Muga” plant, 4.8 MW (file 5484-CE).
- Resolution 163/2026 — “Valoria” plant, 4.8 MW (file 5480-CE).
- Resolution 164/2026 — “Estremar” plant, 4.14 MW (file 5481-CE).
- Resolution 165/2026 — “Tablar” plant, 3.2 MW (file 5623-CE).
- Resolution 166/2026 — “Baster” plant, 4.8 MW (file 5624-CE).
- Resolution 167/2026 — “Collado” plant, 4.8 MW, including the “SET Promotores Tudela 30/66 kV” collector/step-up substation.
Processing and energy evacuation
The applications underwent several public information procedures and consultations, with no objections registered during the first period. The evacuation of energy is channeled through shared substations: the plants in Corella and Tudela feed into the “SET La Serna 66 kV”, while those in Cascante and Murchante feed into the “SET Tudela 66 kV”, owned by I-DE Redes Eléctricas Inteligentes, S.A.U., via 66 kV underground lines.
The procedure included favorable environmental impact statements from the Director General of the Environment and authorizations for activities on non-urbanizable land from the Director General of Territorial Planning. The “Sustrai Erakuntza” Foundation submitted objections regarding the planning of solar parks and the landscape impact, which were analyzed and addressed by the promoter in the annexes of the resolutions.
Renewable boost in the Ribera
With these eight authorizations, Ríos Renovables consolidates a photovoltaic generation package in the Ribera de Navarra, one of the areas with the highest irradiation in the Chartered Community. The prior administrative authorization is the first step of the authorization regime, which must be followed by the construction authorization for the plants to become operational.
The publication in the Official Gazette of Navarra number 171, dated August 31, 2026, publicizes these resolutions and opens the way for the projects to advance in their execution, reinforcing Navarra’s commitment to renewable energies and the decarbonization of the electrical system.
