Call for applications open for Parla 3 to certify third languages at the university
Por FactBox Admin

The Official Gazette of the Generalitat de Catalunya (DOGC) publishes this October 23rd Resolution REU/3791/2026, of October 16th, which opens the call for Parla 3 grants to promote the training and accreditation of third languages among undergraduate students enrolled in a Catalan university during the 2025-2026 academic year. It is granted by the Agency for the Management of University and Research Grants (AGAUR), attached to the Department of Research and Universities, and the call is financed by the Directorate General for Universities. The text is published in the Other provisions section of DOGC no. 9779, with the reference CVE-DOGC-A-26294035-2026 and the identification BDNS 936187.
The call derives from the regulatory bases approved by Resolution REU/3135/2026, of September 1st, which establish the requirements, amounts, and procedure. The grant is exceptionally awarded on a non-competitive basis, meaning in order of receipt of applications that meet the requirements, rather than by comparison of merits. The processing is the responsibility of the executive management of AGAUR, while the resolution for the grant falls to the agency’s Board of Directors and, by delegation, to the Executive Commission for University Grants (CEAU), chaired by Miquel Soriano Ibáñez, who signs the resolution.
Two grant modalities and amounts
The grants are divided into two lines, depending on whether the student has paid for an accreditation test or a training course:
- Modality A: up to 75 euros to cover the registration for third language accreditation tests.
- Modality B: up to 350 euros to cover the registration for third language courses.
- The same person may receive more than one grant, provided that each grant corresponds to a different level or sublevel or a different language.
Modality A covers tests to obtain the Language Certificate of Catalan Universities (CLUC), the universities’ own language tests in Catalonia that evaluate the four skills (oral and written comprehension and expression), and tests to obtain certificates from the official language schools of Catalonia. Modality B is aimed at those who have achieved a level through courses from Catalan universities, official language schools (EOI), or the Open Institute of Catalonia (IOC).
One-month deadline and electronic submission
The deadline for submitting applications is one month starting from the day after publication in the DOGC and closes at 2:00 PM on the last day, Barcelona local time. Applications must be formalized electronically, according to the models available at the Electronic Office, and the general form with the three annexes must be attached to proceed to the selection phase.
The required documentation varies according to the modality:
- Modality A: proof of undergraduate university enrollment for the 2025-2026 academic year, accreditation certificate of the test (CLUC, own test, or EOI) issued during the academic year, and receipt of payment for the test enrollment.
- Modality B: proof of undergraduate enrollment, certificate accrediting the level completed and passed, and enrollment and receipts of payment for the course or its modules.
Budget of 230,000 euros and execution periods
The maximum planned amount is 230,000.00 euros, allocated to budget application 480.0001 of the AGAUR 2026 budgets, and may be increased by an additional 20% if credit is available. The grant remains conditional on the existence of adequate and sufficient credit and may be reduced due to restrictions derived from budget stability objectives.
The eligible activities must have been carried out during these periods:
- Modality A: accreditation tests between September 1, 2025, and July 31, 2026.
- Modality B: training courses between September 1, 2025, and September 15, 2026.
The Selection Committee that evaluates the applications is composed of the presidency of the CEAU and the general directorate of Universities, the executive director of AGAUR as secretary with voice but without vote, the Sub-Directorate General of Universities, the advisor to the counselor on linguistic policies and strategies, and the head of the Technical Office of Linguistic Policy. Proposals and resolutions are published on the Generalitat’s electronic notice board, which replaces individual notification, and must be issued within a maximum of six months; after this deadline, the application is considered rejected by administrative silence.
The declared purpose of both modalities is to move towards a balanced multilingualism committed to the use of Catalan in universities, based on the Plan for the improvement of competencies in third languages and the Plan for the strengthening of the Catalan language in the university and research system. For thousands of students and their families, the call represents a partial return of language expenses, but the margin is narrow: the one-month deadline and the requirement to have completed or accredited the level during the 2025-2026 academic year exclude those who have not kept the receipts and certificates.
